Koeth said no because there is no spillage. Mr. Koeth said regarding the mounding, they would like <br />a board on board 6' fence on top of the inound going from where it is shown in the diagram on <br />Dewey Rd, all the way back to the corner and extending to the existing building number three (3). <br />On the mounding, consider irrigation as to what Mr. Rymarczyk said. Mr. Rymarczyk then said it <br />includes the area in the front part of the lot as well. Mr. Koeth said that area has to be irrigated also. <br />Mr. Asseff asked Chairman Koeth if he wants to see this again or pass it on to the Board of Zoning <br />and Development. Mr. Koeth said he would like it to go to the Architectural Review Board because <br />of the landscaping. Mr. Asseff recommended seeing it again before it goes to the Board of Zoning <br />and Development just to make sure they did what we want them to do. Mr. Koeth indicated that is <br />another recommendation; after going to the Architectural Review Board, getting a recommendation <br />for the mounding and for what this commission has asked. He said he would ask the Architectural <br />Review Board to take a look at the buildings too. He would like to get their approval on that and <br />then have it come back to the Planning Commission. NIr. Spalding said originally they had a fence <br />going around the back building. Mr. Koeth asked if there is a fence now around the back buildings. <br />Mr. Spalding indicated that was originally a recoinmendation. He said the west and the north side <br />should be fenced because they butt up against the neighbor property there. Mr. Farrell said he does <br />not know if there is sufficient area to place a fence around that particular building. He added if a <br />fence is placed in that area there will not be room enough for an employee or worker to get back <br />there. Mr. Koeth would like to hear from the Architectural Review Board on whether the extending <br />of that fence would be recoinmended. Mr. O'Malley brought up the forester's review. Mr. Koeth <br />said the Architectural Review Board should definitely see the forester's comments, and added he'd <br />like them to be able to save those trees. Mr. Koeth asked Mr. Farrell to take into consideration the <br />forester's recommendations and his ]etter. Mr. Farrell asked for some clarification. He asked if <br />light pole B's are the metal halide lights at 400 watts. The response was yes, except for the storage <br />area. Mr. Koeth said light pole B which is in the middle part, off of Lorain Rd., the four in the back <br />are going to be sodium. Mr. Farrell asked what the purpose is of making them sodium as opposed <br />to metal halide. Mr. Koeth replied because that area is for storage and it will not be used for <br />anything else. Mr. Farrell said there inight be a misconception with respect to the storage. The cars <br />that are there in storage are new vehicles that custoiners will want to see. They only have so many <br />spaces where they can show the different makes and models of cars so despite the fact that it is <br />storage, it is an inventory area where customers are going to be viewing vehicles. Mr. Asseff said <br />he believes the use variance is for storage and not for display. Mr. Koeth indicated that is the <br />difference. 1VIi-. Koeth said looking at the plans, starting from the back mound, you have two <br />against the mound then the next two are light pole B's and they want them at 400 watts. You can't <br />have the metal halide which is the other light pole B. Mr. Farrell said he is missing the point on <br />going with a high pressure sodium light. Mr. Koeth and other board meinbers indicated it is a softer , <br />light, and they are concerned about their neighbors on Dewey. IVIr. Koeth said what he heard froin <br />Mr. Parsons is you want to draw people in off of Lorain Road and he thinks you have enough <br />lighting on Lorain to do that. Mr. Farrell said the light may be softer but it will not have that effect <br />because of the type of fixture the light is contained in. Mr. Asseff asked why he thinks that is the <br />case. Mr. Farrell was asked if he felt this fixture is inappropriate for an HPS bulb. Mr. Farrell said <br />that is not what he is saying. Mr. Koeth said it is not a showroom, it is a storage area. That is what <br />the use variance is. That is the thing you got through the Board of Zoning and Development so that <br />is what they are inaking sure you follow, it is a use variance and not a showroom. We are not using <br />the same type of lighting. Mr. Koeth said that is what the board's recommendation is. Mr. Farrell <br />mentioned that other dealerships were given lighting permission but Mr. Koeth informed him that <br />his situation is not the same as other dealerships. Mr. Koeth said that is their recommendation and <br />made a motion to accept the recommendations and to take the plan to the Architectural Review <br />Board. The motion was seconded by Mr. Assef£ Mr. Farrell mentioned to the chairman that the B <br />poles that are being turned into high pressure sodium lights are on a commercial property. <br />8
