?a. <br />halide which is the white light. It is a cleaner, crisper lighting. It will accentuate the white trim on the <br />building. The overall lighting plan is simple. They are providing safe lighting while highlighting certain <br />parts of the building. One of the things with setting up the site lighting at the corners is they looked <br />carefully at where the light fixtures are put. There are big windows in there and they didn't want to flood <br />direct light in. That is why they are concentrating on the corners. Someone asked about the wattage to be <br />used in the parking area. Mr. Hunsicker said he believes the bulbs are 150 watts. Mr. Barker asked if the <br />lighting near property lines can be adjusted once all the lights are up. Mr. Hunsicker indicated it can be <br />adjusted if need be. There are sites where black out panels are used. Mrs. O'Rourke pointed out the <br />photometrics should show zero at the lot line. Mr. Hunsicker indicated they are at .8 when they approach <br />the lot line. He said they would have to eliminate some lights to get to zero. He said along the residents <br />side, they moved the lights across the road so when you get to the edge, they are at.4 foot-candles. Since <br />there is no cut-off there is a natural bleed of light. There is also heavy shrubbery along there. Mrs. <br />Creadon brought up they are working with CEI in that area. She pointed out the areas the city will <br />service, the salt dome, and service shed. Some suggestions were made regarding flood lights in those <br />areas as opposed to 2-3 more poles. The lights will be controlled. There was discussion about the homes <br />in the area. Mr. Hunsicker said he recently walked the site and they were looking at tagging trees that <br />will stay. He tried to see how easily he could see one of the homes and said it was very difficult to see <br />through the brush which is a positive thing for the city, the library, and the homeowner. A gentleman in <br />attendance asked if the brush they are referring to is on the homeowner's property or on the city's <br />property. Mr. Hunsicker said most of it is on the homeowner's property according to the survey but there <br />is some on city property. They are not touching the natural brush along that whole side. Their intention <br />is to leave that alone. Mrs. Creadon indicated the resident is happy with the shrubbery staying there and <br />the city will put in additional landscaping over there. Mr. Hunsicker indicated he walked the site with the <br />forester and they shifted the driveway to save a couple of trees. It will also be an asset to the homeowner. <br />Mr. Nasher asked if there were other questions as they need to get to another meeting. Mrs. VanAuken <br />commented they worked very hard on the site and it looks very good. It was nice to hear about it. Mr. <br />Hunsicker pointed out they took Landmark's suggestion and reworked the entrance way. Mrs. Lord and <br />all the board members expressed appreciation for that. Mr. Nasher thanked the Commission for putting <br />them on the agenda first so they can proceed. An individual in attendance mentioned the issue of the <br />finial still needing to be addressed. Mr. Nasher said the Board of Zoning and Development will be <br />having a meeting to discuss that further. Mr. Dailey apologized for being late and said he was at another <br />meeting. He said they need to take a look at the placement of the historical marker sign. Mrs. Lord asked <br />Mr. Nasher how he would like to handle that. Mr. Nasher said he would like the board's consensus on <br />that issue. Mr. Hunsicker said the historical marker is to go along the main walkway coming in. It is off <br />to the side in a landscaped bed. If there is another location that the board would like to be considered that <br />is the input he will need. Mrs. O'Rourke asked where the library sign will be. Mr. Hunsicker replied it is <br />over close to the driveNvay on Butternut. The signs are separated on purpose so they are not competing <br />with one another. Mrs. Creadon mentioned the potential for the gazebo going in. Mr. Hunsicker said the <br />library sign is 7 ft. high and 8 ft. long and that is based off of car speed and being able to read the sign. <br />He added that the address will be Lorain Road. Mrs. O'Rourke asked why the library sign is being put <br />near the drive. Mr. Hunsicker said it was located near the driveway so people would know the drive is <br />for the library. It was a recommendation from the Architectural Review Board that it be put at the mid- <br />point. Mrs. O'Rourke said she wonders about the safety of having a 7 ft. sign by the driveway. Mr. <br />Hunsicker said they held it back so you can come out to the apron and be able to see. They could move it <br />in more. Mrs. Lord asked the board members where the historical marker needs to be, if not where it is <br />currently located. Mr. Hunsicker said there is a lot of foundation stone and they could possibly plant the <br />sign in there and stack up some of the foundation stone and light it also. The other option could be, <br />maybe it belongs up in the plaza area. Mrs. Lord said it seems as if it is supposed to be visible from the <br />street. Mrs. Creadon pointed out that recommendation is from the Ohio Historical Society. She said they <br />can take a look at it and place it near a street light so it is visible and still look at using the foundation <br />stone. Mrs. Lord said they have had a problem with the signs being knocked down. Mrs. Creadon asked <br />3
