? after the discussion last month about what is exempt and what is not exempt, he wondered why windows
are not a part of what the board reviews because it is part of the exterior. If you are looking at a home for
a certain period, the windows should compliment the entire structure. Mrs. Lord said it is not in the
ordinance. A window does not trigger a building permit. Mr. Lang mentioned difficulties he had with
getting a permit. He brought up other homes in the area and said he knows some residents who took
great pains to make sure they had the proper materials. He said he believes the board should have some
input. He does not remember reading in an ordinance that windows are excluded from their review. Mrs.
Davis said windows just weren't included. Mr. Lang said anything that is not excluded is included.
There was further discussion about the ordinance. Mrs. Lord said because the Beckrest's are not present,
the board needs to determine if they wish to approve the proposed alterations or table it until the residents
can attend.
P. Barker made a inotion to table the proposal until the Beckrest's can sit down with the board and discuss
in greater detail the plans they have. The inotion was seconded by M. Davis and unanimously approved.
PROPOSAL TABLED.
Mrs. VanAuken suggested that the board get a drawing or something to show what the home will look
like when it is completed. Mr. Lang said he would like to know if any consideration was given to
different styles of windows. The group has raised some concern about the style of the window in terms
of the appropriate age of the craftsman style house. The board would like to know if any further
consideration was given to other styles of windows that would be more in keeping with the time in which
the house was built.
• Patricia Moran, 5391 Decker Rd. Resident would like the board to advise her on how to get a plaque for
her home. Note: Resident was unable to attend October meeting. Not Present.
• Budget for 2003
Mr. Barker said he will put together some figures and the board can discuss the budget at its December
meeting.
Mrs. Lord would like the board to go on record as thanking the community for approving the charter
amendment. She said they need to deterinine where they go now. There are term expirations. Mr.
Barker said there are a few people that need to have professional expertise. He said that Mr. Corell, Mr.
Dubowski and himself were talking after last month's meeting and they all agreed that if the amendment
passed, if the proper people were put in place, they would resign to let that happen to the Landmarks
Commission. There are people on the Commission whose experience speaks for itself and they should
stay on the Commission. He thinks they may want to come up with a short list of people that may
qualify. He said that they may have to go outside the city to get an architect, or another professional, but
it is just one meeting a month. Mrs. O'Rourke said isn't the intent to build a board. Mrs. Lord asked if
they would submit their application for CLG status based on legislation that was passed and then if that is
accepted, they can do what has to be done. Mr. Lang asked if there is a time limit when these kinds of
things are passed like there is with city legislation. Mr. Dailey said it really doesn't say in the charter; it
just becomes part of the charter. Mrs. VanAuken said there is a fail safe clause in there that says
something about if the appropriate person is not available within the limits of the community. She said it
seeins there is time for some terms to run out so there would be an opening anyway. And, if there is no
one in the community that fits a particular category that is needed, they just have to wait. She doesn't feel
that the board should feel free to go outside of the community. She said she would be happy to ask the
architect on her street if he would be interested. He can't be offered a seat now but perhaps when the time
comes, there would be interest there. Mrs. Lord said she can initiate a conversation with Mr. O'Malley to
determine how fast they have to proceed. Mrs. Davis said she thinks they have fulfilled what is necessary
for the CLG application. It is work in progress. Mrs. Lord asked if anyone has a current copy of the
application. She will get the most current copy. They need to find out how they initiate the charter
change and the how they pursue the CLG application.
5
