request, determine that that building is in the historic district. That is on record. The ordinance also
deals with demolition and it is important to be ready for that because it is anticipated that Mr. Halleen
will come before this board. Mr. Barker said in the board's dealings with Mr. Halleen regarding the
KIA dealership, if he recalls correctly, it was determined he was not in the district so the board
thanked him for coming and showing his plans. He said the board was also assured, and he believes
Council, the Board of Zoning and Development, the Architectural Review Board, and Planning
Commission were also assured, that there were a few buildings in the back of the property that the
board knows go back a long time that were not going to be destroyed. He said as of now, he believes
two of the three have been destroyed. He said from what Mr. Corell told him the fire station is already
gone and the last building left, that was probably built in the 1930's is most likely going to go also. He
said he thinks the board should make it very vocal that they are mad. He said Mr. Halleen has been
around a long time and is probably a nice gentleman but he comes in, says one thing, and ends up
doing another. In fact, he said he called Mr. Gareau when he saw a building coming down and was
told there was a change order on that. Mr. Barker said he thinks all the boards should be very cautious
in what is discussed and decided on with what Mr. Halleen wants to do. Mrs. Davis said she noticed
in reviewing some of the paperwork that Mr. Halleen had said that there would be no cars parked
along Lorain at the lot and there would be greenery there. That does not fall under this board's
jurisdiction but again, it is an example of saying one thing and doing something else. Mr. Barker
commented that this has been the history with Mr. Halleen for a long time. Mrs. Lord said she
believes that may have been part of the discussion with the Planning Commission. Mr. Barker said in
looking at the Landinarks minutes from 7anuary 13, 2003, the maps used for the historic district were
discussed and Mr. Lang refers to them as "map 1" and "map 2". It was suggested and approved by the
board to have the maps retained in the Office of Commissions should this discussion come before the
board again. He said he would like to have those maps provided to the board. Mrs. Lord said the
record should also show there are severa] other sets of minutes that include discussions with Mr.
Halleen regarding various proposals: May 8, 2000, and July 10, 2000. She said given the information
they have, there are several people involved with that property through the years that should probably
be interviewed so they have as thorough a record of the history of that building, which is alleged to
have been built in 1898 as the first building built as a store. There are many stories about businesses
that were there. She suggested talking with the Limperts, Mr. Beeley, and Mr. Elliott. She asked Mr.
Dailey to share that information with Council when he gives his report. She said they might consider
using the space they have available for homecoming to share some information about the history of
this building as well as perhaps another building. It would be a way to show case it. They could take
a look at Lorain Road. They have focused on Butternut for so long and could look at other properties.
Mrs. VanAuken said she would like to find out the status of the congregational church on Barton Road
and she would like to know if they can find out who owns the property so they can arrange a tour. It
has been discussed before but she can't recall what happened with it. Mr. Dailey said he can find out
who owns the property and give the information to Mrs. Davis. Mrs. VanAuken said if the property is
at risk, she thinks the board should have a final look inside. Mrs. Lord pointed out there were a
number of things froin the church that were left in the possession of the commission. She reminded
the board that if someone planned to demolish that building, he/she would have to come to
Landmarks. It is a Landmark building. Mr. Barker suggested that someone talk to the Building
Department to make sure the building is tagged/flagged and red-alerted in the software so that if
anyone does come forward wanting to do renovation or demolition, it is on record. Mrs. Lord said that
is something that the Assistant Clerk can check on for the board. She then said it looks as though they
need a committee for homecoming. The self-guided tour still needs to be completed for that. She
asked for a volunteer to chair a committee. There was discussion about space for a booth at
homecoming and items to include. Mrs. Lord indicated they need to have a committee that puts
something together. This is not necessarily a group to "man the booth". The board discussed the use
of pictures and Mr. Barker suggested that they contact Mr. Lind if they need assistance with getting
3
