that Mr. Satarawala refer to the minutes. He said that Mr. Kovitch had indicated that section is too <br />narrow, and it would have made construction more difficult. He added that even if it is more difficult, <br />if it helps our residents, then he is for it. 1VIr. Satarawala said that along with the propagation map <br />that shows the AT&T site, he has another map. Mr. Koeth told him to leave it with the clerk so the <br />board will have it for the next meeting. Mr. Spalding asked if they could see some kind of coverage <br />dynamics or some indication of what the coverage differential would be from 150 feet to 190 feet. Mr. <br />Lasko said his understanding is that even if they construct a 190-foot pole, the actual array would only <br />be mounted at 150 feet up the pole. Mr. Satarawala said that would be the case at this location at <br />Stearns. He said Cingular would be happy to construct a 150-foot pole at this site. Mr. Koeth said he <br />does not want the state to dictate they have to go up another 40 feet. Mr. Satarawala said there is a <br />regulation, First Energy's, that on the power tower inserts, if they are only 100 feet tall, by their own <br />code for electrical safety, they can only erect something above that structure by 10-20 feet. The <br />maximum height they can get on the CEI easement is 120 feet and they would be farther away from <br />the center area they are having problems with. Mr. Koeth told him to put up a tower north of that too. <br />Mr. Satarawala said he will follow through and let O.D.O.T. know the board's needs. Mr. Spalding <br />asked if the number one location is along the First Energy right of way. 1dIr. Sataravvala said no, the <br />number one location is Rodger's Towing in Olmsted Township. Mr. Koeth said that location is right <br />next to the right of way. Mr. Sataradvala said they are only allowed on business or commercial <br />property in Olmsted Township per their zoning code. Mr. O'Malley said he would refer them to the <br />building department for an interpretation of the zoning code and whether or not a certain site is going <br />to be permitted. Certainly, the applicant has correctly stated the right of way is a permitted use. The <br />overlay district was laid out to direct the towers to the industrial zone and along the high-tension wires <br />is also a permitted use. There is a procedure for a conditional use permit to locate towers in other <br />areas. The city has located towers on park property, and the school district may have been considered. <br />In addition to the alternatives that are being recommended for the company to explore, he is suggesting <br />they look at alternative locations along the right of way. He said it may not be specifically in the right <br />of way but can be along side it. He said they can look at alternative sites within the right of way <br />proper that would have a lessor adverse affect. He said there may be a patch of woods along the <br />highway that perhaps could be incorporated into the right of way and could be a feasible location. Mr. <br />Koeth mentioned there is a commerciaUindustrial area down the road along I-480, about a 1/4-mile <br />away. Mr. Satarawala asked for clarification on the area being referred to. He said he was only <br />given permission to look at a certain area. Mr. Koeth said he now has permission to look elsewhere <br />and suggested he see what he can come up with. <br />J. Lasko made a motion for Cingular Wireless to be tabled notwithstanding any concerns <br />regarding the 60 day timeliness requirement based upon the fact that the commission right now <br />cannot take action inasmuch as the applicant has not been able to provide the commission with <br />the inforanation ancl/or specifically the representatives from the Ohio Department of <br />Transportatnon that it requested at the previous meeting and as a result, both the representative <br />from O.D.O.T., Mr. Kovitch, the radio frequency engineer, wall also return at the next meeting, <br />together with the ndditaonal site location analysis that has been requested by the commission and <br />that this matter is tabled until that information is provided at the discretion of the applicant at a <br />mee#ing in the future. The motion was seconded by W. Spalding and unanimously approved. <br />Audience Questions and Comments <br />1VIr. Thomas O'Grady was in attendance and asked the chairman if there would be opportunity for <br />citizen comments. Mr. Koeth said since the matter is tabled, there probably will not be that chance. <br />He said if there is a representative that is prepared to say something other than what has already been <br />discussed, they may proceed. IVIrs. Hoff-Smith said since they are making suggestions about the <br />south side site, she would like to hear how the residents feel. Mr. O'Ga-ady stepped forward and <br />thanked the board for the indulgence in allowing the citizens to comment. He said he is present for <br />9
