an atrium be placed in the middle of the building with skylights and a landscaped sitting area. A <br />Target Store is more than what code allows. The family center, which will be retail and housing, is <br />180,000 square feet for the first floor only, which does not include the housing square footage. The <br />applicants are proposing 213,800 square feet of retail space, which is beyond what Mix Use D <br />allows. He would like to see this go through, however he questions if it would be setting <br />precedence. He requested the applicant further explain the family center area. Mr. Berryhill <br />suggested the retail fronts would have a normal appearance but include walkways, sitting areas and <br />landscaping in front. Mr. Skoulis questioned if there would be underground parking in the rear of <br />the family center. Mr. Berryhill suggested that still had to be determined they are not sure if it will <br />be above or below the ground. Mr. Skoulis indicated that as there were no residents from Linda <br />Drive who abut the family center, he does not know how they feel about the plan. However, that can <br />be addressed at their meeting. Mr. Hreha requested the applicant clarify whether or not there would <br />be a wall in the middle of the Target store building. Mr. Berryhill clarified that interior wise there <br />would be no walls, exterior wise it would look like two buildings. Everyone acknowledged that the <br />proposed Target building would be one building only not two. Mr. Poffenberger suggested the <br />back of his land would face the parking lot. He suggested that the current plan is the best offered <br />thus far. He is concerned that allowing a big box store would set precedence for big box stores to <br />come to North Olmsted. He would like this to be two separate buildings with some type of <br />centerpiece in the iniddle. He questioned what the applicants would do if they can not sale the <br />condominiums or rent apartments. Mr. Berryhill indicated that the second floor space will be built <br />as apartments or condominiums at the same time as the rest of the site. This will not be built in <br />phases the entire site will be developed at the same time. Once the site is built and if not one can be <br />sold or rented then they would return to the city and request the space be used as office space. Mr. <br />Poffenberger questioned if the 20's style street lamps would be used throughout the parking lots. <br />Mr. Berryhill indicated that the lights would be vintage style lights throughout the parking lots and <br />those which abut residents will be shielded. Mr. Poffenberger strongly suggested the applicants <br />meet with all the abutting neighbors to find out what they want not just a few. He further questioned <br />if there would be a daily cleaning crew to maintain the site. Mr. Beri-yhill informed the board and <br />residents that the site will be clean, there will be trashcans throughout the site and are cleaned twice <br />a day. This will be a premier site, and they do not cell anything they own, they will maintain this <br />land indefinitely. Mr. Poffenberger suggested that the approval be postponed until the meeting <br />with residents takes place. Mrs. Diver the secretary of homeowners' association and abutting <br />neighbor came forward. Mrs. Diver agreed that the current plan was the best seen thus far. <br />However, she suggested to Mr. Berryhill that the middle portions of the Target building house an <br />atrium to break it up and have seasonal displays. She would still like the ineeting to take place with <br />the residents. Mr. Gouker an abutting neighbor of Mitchell Drive came forward. Mr. Gouker <br />voiced that he had lived in his home for 5-years and was tired of fighting the poison ivy and animals <br />eating everything planted. He thinks this is a decent proposal and for Target to have two separate <br />stores it would be a security nightinare. As long as the loading dock is along Brookpark Road and <br />there is not a skateboard alley in the back he would accept the plan. Mr. Skoulis voiced that he <br />would like Target to comment on an atrium. Ms. Hall with Target Corporation came forward to <br />address the request. Ms. Hall indicated that she would take the atrium idea back to discuss as they <br />are currently doing quite a few unique stores across the county. She is not saying no, but if an <br />atrium is added the footprint of the building would expand. <br />Further Questions from Commissioners: <br />Mr. I,asko voiced that his recollection was that there would be access from Westview as well as <br />Columbia Road due to parcels owned by the applicant. He questioned if there would if fact be curb <br />cuts onto either roads. Mr. Berryhill indicated that they would put in writing that they would not <br />have access on Westview or Columbia Road. The only access will be along Brookpark Road and the <br />main access will line up with the light at Wal Mart. There will be two more right in right out points <br />further to the west. Mr. O'Malley believed that the applicants were currently in an agreement with <br />14
