However, that detail would be beyond the authority of this commission if <br />the State of Ohio refused to grant the access it would overrule the plan. The only concern he would <br />have is the western most curb cut. Whether or not it lines up with an area that is separated or if <br />someone could make a left turn from east bound Brookpark or is it a grassy area. Mr. Berryhill <br />suggested that if it is not a grassy area they could do a series of "T" bones, which would prevent left <br />hand movement into it. Mr. Skoulis wanted the board to be aware that Brookpark Road is a limited <br />access highway. <br />W. Spalding motioned to approve Carnegie Management & Development Corpe; Parcel E, <br />Preliminary Lancl Use Plan PP# 236-05-001 only with a number of disclaimers. This only <br />relates to the site plan itself, the Commission is not giving the applicant any variances. They <br />are not saying there are not code eiolations and reserve tlaeir judgement at this point, as to <br />whether or not a traffic study would be necessary. In fact, Planning Commission recommends <br />a traffic study for this proposal. As far as the loading docks are concerned location of the <br />docks are not receiving any approvals of location at this time. This is only relative to the land <br />use itself. The preliminary plan as presented is the only thing that would be approved at this <br />point. J. Lasko seconded the motion, which was unanimously approved. Motion Carried. <br />VI. BUILDING DEPARTMENT REQUESTS CONTINiTED: <br />4. Remington College; 2635 Great Northern Shopping Center: <br />Proposal consists of new exterior improvements, new masonry covered entrance to the existing <br />Top's building to accommodate a post secondary school. Note: Planning Commission granted a <br />conditional use permit 7/14/03. Variances will be required. <br />Acting Chairman Spalding called all interested parties forward to review the proposal. Mr. Saleet <br />the architect came forward to review the request. <br />Applicants Presentation: <br />Mr. Saleet informed the commission that the canopy color had been changed from blue to red. He <br />questioned if the commissioners received the new color sheets. The entrance will be modified, as it <br />will be the main focal point. The existing building will not be expanded. They will be adding <br />windows and to address the loading dock they will add a wall to enhance the appearance of the area <br />and block the loading dock area. The landscaping that is being added will be irrigated as well as the <br />existing landscaping along the south and West Side of the site. He suggested that he did not have <br />time to get photometric plans ready, but would have them for Board of Zoning Appeals. They <br />would like to keep the existing lighting. The compactor will be removed and the new wall will hide <br />the transformer and dumpster. Each classroom will hold about 20 students, and as soon as they <br />receive approval it will take about 3-months to be completed and open for business. <br />Board 1VIembers Questions and Comments: <br />Mrs. O'Rourke inquired what classes would be offered. Mr. Saleet reviewed that there would be <br />two year computer classes, business management, medical, and dental classes. Mrs. Hoff-Smith <br />questioned if hazardous materials would be stored on the site. Mr. Saleet suggested that the dental <br />area would have hazardous material. Mrs. Hoff Smith questioned why the loading dock would <br />remain on the site. Mr. Saleet indicated the loading dock would remain for economic reasons only, <br />it will not be used. Mr. Rymarczyk questioned if the landscaping would be irrigated along Lorain <br />Road as it is required by code. Mr. Saleet suggested that they had not planed on it they will irrigate <br />all areas required by code. Mr. Rymarczyk informed the applicant that if the irrigation is to code, <br />then they would only need a variance for their lighting. 1VIr. Spalding advised the applicant that the <br />commission needed to see their photometric plans. <br />15
