<br />Mr. Stark indicated that the reason for the lot split is that it is increasingly difficult for him to <br />maintain the entire property. He wishes to split the lot and eventually sell one portion. Scott <br />McKernan, a neighbor on Andorra Drive, asked if a house is being built on the property. <br />Currently there are no plans for a house to be built, however, the land is zoned residential and a <br />house can be built on the property in the future. <br />Mr. Koeth moved to approve the lot split of the PP# 231-32-04 as presented. M. Yager <br />seconded the motion, which was unanimously approved. <br />North Olmsted Assemblv of God, 3874 Columbia Road, WRD 4 <br />Proposal consists of building addition. Architectural Review Board addressed this proposal on <br />October 20, 2004. <br />Ms. Wenger reviewed that the ARB made the following recommenda.tions: <br />• Add the stone veneer 3 feet high azound the south side of the building and bring it up to <br />the front face of the gyrn entrance to match the church entrance <br />• Specify on landscape plans the sizes, types and quantities of plants <br />• Replace the proposed red mulch with black earth type <br />Ms. Wenger indicated that new plans were submitted for the evening's meeting including revised <br />elevations and landscape plans, and revised photometrics. The plans reflect the changes <br />requested by the ARB. The applicant will require Planning Commission's approval to landbank <br />49 parking spaces, which are required by code. <br />Neil Orchard thanked the Building Department for all their assistance and help with this project. <br />Just before the meeting, the Engineering Department had submitted a list of 35 additional items <br />that needed to be addressed by the applicant. Mr. Yager asked Mr. Durbin in the future to only <br />submit items that pertain to Planning Commission and not deta.iled engineering issues. Chairman <br />Koeth asked Mr. Durbin to highlight the items on the November 23rd memo which are relative <br />to Planning Commission review. <br />Mr. Rymarczyk informed the Board if landbank parking is not approved, the applicant will ha.ve <br />to go to the Board of Zoning Appeals to request a variance. Mr. Hreha inquired about the 49 <br />la.ndbanked parking spaces that are required. Parking is calculated based on the seating plan of <br />the church. Currently the applicant is showing 1101and banked spaces. Mr. Rymazczyk stated <br />that the calculations were wrong on the site plan. <br />Mrs. Hoff-Smith questioned the applicant and what activities will the new building be used for. <br />Pastor Nestor stated they want to provide a gym for the youth, provide pot luck dinners, <br />overnighters and a multi-purpose building for other activities. She also questioned what property <br />lies to the west; Pastor Nestor said it is the old city landfill. <br />Mr. Yager asked if the mounding could be higher than 18" to hide the parking lot a bit more. <br />Mr. Orchard said there is an 8' high fence that encompasses the entire lot. Mr. Yager said he <br />likes the aesthetics of the building and it looks good.
