Mr. Lasko advised the applicant that he could request to be tabled as there are only four members <br />present. The applicant voiced that it had been a very expensive process and feels that having it <br />tabled would only further delay his project, noting the order of the how the Boards meet monthly. <br />Ms. Wenger reviewed the location of the strip center on the northwest corner of Clague and <br />Lorain Roads. The applicants previously appeared before the Planning Commission for rezoning <br />of the former Cuppachino's building, adjacent parcel to general business retail. During this <br />process, it was recommended that the third residential parcel closest to the church be purchased, <br />included in the rezoning and development proposal. The Architectural Board of Review <br />evaluated the proposal at their last meeting and approved the plans with the following <br />recommendations: <br />o North side parking lot change to angled parking. <br />• Increase the width of the drive lane and reduce the landscape buffer to 15 feet. <br />• The colors for awnings and materials and other specifics to be written on application form. <br />• Hire a professional landscaper to provide a more functional landscaping design. <br />The applicant proposes two entry points onto the site, the Lorain Road being right-in, right-out <br />only to prevent traffic conflicts at the intersection. Overall, she believes the proposal will <br />significantly improve the appearance of this corner that has long been vacant. <br />Building Commissioner Conway reviewed a letter dated September 15, 2004 was sent to Mr. <br />Montgomery depicting several variances that need to be addressed. He commented that the <br />applicant could consider reducing the size of the building to reduce or eliminate the need for <br />variances. The applicants would like to break ground by November of this year. <br />Mr. Durbin informed the applicant that new storm computations are needed to conform to storm <br />water requirements. Mr. O'Malley suggested the Board hold off approving the consolidation plat <br />until all properties are under a single ownership. He recommended tabling the consolidation plat <br />and just reviewing the proposal today. <br />Mr. Yager felt that if the applicant used decorative lighting to match the seating area and brick <br />pillaxs, it would aesthetically look better. The Board questioned the variance for the buffer area <br />from 20 feet to 15 feet. Ms. Wenger believed design features were added to make up for the <br />inability to meet buffer requirements. Significant time was spent discussing the list of variances <br />required. The Planning Commission recommended plan modifications to reduce the number of <br />variances required. <br />The Board requested that the applicant follow code and have two unloading spaces 12' x 25', and <br />eliminate the variance request. The applicant stated they made the change on the revised plans. <br />Mr. Yager felt there was enough physical dimensions so that cars can travel through and <br />accommodate unloading. The Board reminded the applicant that the working plans must disclose <br />the gas meter location or other obstructions on the drawings. The applicant assured the Board that <br />all obstructions would be shown on the working drawings. Discussion about the required code for <br />the mounting height of luminaries is no greater than 20 feet tall adjacent to residential property <br />took place. The applicant's added new features and changed elevations to have an upscale look. <br />The lantern style lamps will be 12". The Board felt that due to spillage of lighting from the street, <br />decorative lighting would only be necessary. Therefore, the Board wants the lighting variance <br />eliminated. 4 <br />
