A 20' landscaping buffer on the north side should be reduced to 15' so a 5' variance be <br />granted, recognizing that this property borders a church property and landscaping of 15' <br />will be more than adequate to produce an appropriate appearance and proper buffer <br />between the two properties. The new drawings will show angled parking rather than 90 <br />degree parking on the north side so there will not be a problem. The applicant was <br />informed that they should work with the engineering department and address any <br />concerns regarding storm water retention/detention. <br />S. Hoff-Smith seconded the motion, which was unanimously approved <br />Mr. Lasko moved that the request for the consolidation of the permanent parcels be tabled <br />until such time as the ownership of all properties is consolidated into one owner. M. Yager <br />seconded the motion, which was unanimously approved. <br />Mr. Lasko moved to table Corner Stone Plaza of 23420 Lorain Road for approval of the <br />final development plan pending the interim review by the Board of Zoning Appeals and <br />then have the applicant return to the Planning Commission for final approval. S. Hoff- <br />Smith seconded the motion, which was unanimously approved. <br />V. NEW BUSINESS: <br />1. Kennedv Ridge Apartments; 24900 Kennedv Ridge Road: WRD 4 <br />Proposal consists of site improvements. Note: The Architectural Review Board addressed this <br />proposal on 9/22/04. <br />M. Yager said a discrepancy between what Planning Commission originally approved and what is <br />presently being submitted. The original proposals were approved prior to the current lighting <br />ordinance. Mr. Durbin advised that changes that occurred in grading required the addition of a <br />retaining wall. M. Yager said originally the Planning Commission approved plans called for 18" <br />lights, which were supposed to outline the driveway as you drive into the complex. The <br />developer misread the plans and thought the lights were 18'. As a result, a new photometric plan <br />will have to be submitted. Mr. O'Malley said the original development plan needs to be amended <br />which will require a variance for lighting. Mr. Conway sta#ed that if the proposal is now for 18 <br />foot high fixtures it will need to be addressed as a variance. The applicant is asking for a <br />modification of the originally proposed plan because of the substantial deviation from the original <br />lighting. <br />Mr. John Leonard, for Kennedy Ridge Aparhnents said there are four items to be addressed: <br />• Entry up light request for approval (need baffles so lights do not spill over glare onto the west <br />properties. <br />• Vinyl fence on the east property line adjacent to the Kite residence, this was agreed upon to <br />buffer the area between their property and the Kennedy Ridge Apts. <br />• Request for two small landscaping retaining wa11s. <br />• Street lighting - miscommunication with the applicant which thought the lights were 18' <br />instead of 18". The initial thought was to remove them. <br />With all things considered, he felt it necessary to come before the Commission and request a <br />variance. He informed the Commission that by looking at the photometric drawings, there is no <br />spillage over onto adjacent property. <br />6
