Crook moved to approve the proposal of Laketec Communications of 27881 Lorain <br />Road which consists of a new canopy at the front entrance with the following <br />contingencies: 1. The new canopy will include handicap ramp per code. 2. The existing <br />board on board fencing is to be repaired. 3. The overall maintenance of the site is to be <br />addressed including graffiti on walls. 4. Pavement/asphalt is to be repaired and <br />pavement striping repainted properly. 5. Full landscaping plans are to be submitted <br />for Planning Commission showing the requested improvements. 6. Dumpster is to be <br />constructed of board on board wood using galvanized steel rail system. 7. Awning on <br />the east side of the building is to be gray. B. Zergott seconded the motion, which was <br />unanimously approved. <br />2. Carnegie Management & Develoument Corporation, Parcel E: <br />The proposal consists of approximately 211,000 square feet of multiple family housing <br />which includes an 86,000 square foot garage and approximately 211,000 square feet of retail <br />space spread over four (4) buildings and a below grade parking garage. Note: Structures <br />have been relocated from the approved prelimiuary plan. The Planning Commission <br />approved the preliiniuary land use on May 27, 2003. Board of Zoning Appeals granted <br />variances on 12/4/04. Plauuing Commission addressed the proposal 9/23/03, 10/28/03 a.nd <br />11/25/03. The Architectural Review Board tabled the proposal on 11/19/03. <br />Chairman Zergoit called all interested parties forward to review the proposal. Mr. Berryhill <br />with Carnegie 1Vlanagement Corp., Mr. Crihnore with Target Corporation, and Mr. Renzi <br />with Bowen and Associates Architects came forward to review the proposal. The board <br />requested to know what exactly the applicants sought from the Architectural Review Board. <br />Mr. Berryhill stated they sought final approval of their proposal from the Architectural <br />Review Board. The applicants felt that every issue the board had at their previous meeting <br />was addressed. The main entrance will be in line with the existing Wal-Mart entrance, and <br />they propose an entrance at the southeast side of the lot, which will line up with the Target <br />build.ing itself. The southeast curb cut will be two-lane only right in only and right out only. <br />They would like to have a third curb cut at the southwest end of the site, which will be for <br />the residents' u.nderground parking. Target's building front will face west and the only <br />entrance will be located at the north west corner of the building. The sidewalks throughout <br />the site were realigned to allow pedestrian traffic to flow throughout the site. Three towers <br />have been used to break up the massing of the Target building and miinic the esthetics of the <br />retaiUhousing buildings. The board voiced that they wanted the Target gable entrance <br />downsized and the kick-out south of the center tower repeated to the west. Applicants <br />reviewed the use of glass to help break up the fagade massing as well as the use of painted <br />steel pergolas along the south and west sides of the building. There will be three display <br />windows on the Target store which will be 3 to 4 feet deep. The board requested the <br />applicants provide Planning Commission a sample of the type of display ads that will be <br />placed in the windows. The landscape plan was reviewed and the board requested the <br />applicants submit a detailed landscaping plan, which enhances the buffering for the residents <br />along the northwest property line as well as increasing the landscaping along Brookpark <br />Road. The landscape plans are to include not only the call outs for the trees and shrubs but <br />the perennials and annual flowerbeds as well. The Chairman requested the applicants not <br />use trees that drop fruit rather use such trees as green velvet boxwood, or winter green <br />2
