Applicants suggested that the sidewalks and <br />walkways throughout the site would be constructed using concrete, brick pavers, or some <br />type of paving stone. Applicants suggested that the patios/sidewalks will be designed so that <br />there ean be outdoor dining, sidewalk sales, art shows or small concerts, outside the retail <br />shop s. <br />The following residents were present to address the proposal; Mayor Musial, Councilman <br />McKay, abutting neighbors Mrs. Diver, and Association president Mr. Skoulis. They voiced <br />the following concerns. 1) Would like 8-foot wide mounds with 8-foot high vinyl fencing. <br />2) Concerned that buildings B, C, & D are three stories high. 3) Residents feel the rooftops <br />are much flatter than what was preliminarily approved as well as the building styles. 4) Pole <br />light heights so close to residents and the number of variances required for their lighting <br />plan is a major concern to the residents. 5) Residents voiced a concern regarding the size of <br />Target's main entrance and would like to see more than one entrance to the store. 6) <br />Concerns were voiced regarding the main entrance to the site and the manor in which the <br />trucks will travel through the site. It was suggested that a decorative wall be used at the <br />front entrance. Mayor Musial suggested the applicants develop a three-D model so the <br />residents could have a clearer understanding of what the buildings will look like. Discussion <br />regarding the use of E.F.I. S. took place and the board would prefer no E.F.I. S be used. The <br />applicants were not sure if or how much E.F.I. S. could or would be used. The board voiced <br />a concern regarding the mounds being to wide and high as the high the mound is the wider <br />at the base it has to be which will cause more trees to be removed. The tree survey must be <br />received to truly understand what type of mound would be best for the site. The applicants <br />indicated that they would submit their sign package later and address an entrance wall at that <br />time. The board tried to address each of the residents concerns and indicated that they would <br />place specific contingencies in their motion to address the residents concerns. <br />J. Crook moved to approve Carnegie Management & Development Corporation, <br />(Parcel E) proposal with the following contingencies: <br />Target: <br />1. Target's entrance feature/gable will be downsized to be more in balance with <br />the entire building. <br />2. The lettering on Target's main entrance sign will be a maximum height of 4- <br />feet. <br />3. On the south elevation, there will be greater variation in height between the <br />white brick elements and the red brick elements. <br />4. On the west elevation, another building segment/break out will be created. <br />Immediately south of the center tower, the white brick will be of equal width of <br />the white brick immediately north of the tower. The higher red brick <br />fagade/kick-out south of the center tower shall be reduced in width, and will <br />then be duplicated/reproduced using same colors and brick material and added <br />on the vvest fagade further south of the original fagade/kick-out. <br />Buildings B, C and D: <br />5. On all north elevations, the railings will be broken up with solid elements. <br />6. The identification of the materials and color placements be identified on new <br />plans and presented to Planning Commission. <br />3
