1,-' <br />Secretary of the Interior's Standards for Rehabilitation and Guidelines for Rehabilitating Historic <br />Buildings to all homeowners within the historic district. The board discussed possible wording <br />for their letter to homeowners, Mr. Schumann will continue to work on the letter for release. <br />Mr. Lang discussed Mr. O'Malley's letter dated June 16, 2004 regarding residents applying <br />directly to the Landmarks for a certificate of appropriateness. The homeowners/applicants have <br />authority to address landmarks prior to making application for a building permit for work they <br />would like to do. Therefore, it is not mandatory to go to the Building Department first they can <br />go directly to Landmarks for their alteration approval. Then apply for their building permit with <br />their letter of appropriateness already in hand. It is the homeowners/applicants choice to go <br />directly to Landmarks or first apply for their permit in the Building Department and be referred <br />to landmarks by the building commissioner. Commissioners discussed possible changes, <br />alterations, and additions to the proposed letter, as well as when, how and who would send the <br />letter to new homeowners. Mr. Barker reviewed that in 2004, Landmarks commission was <br />budgeted for $1,450.00 and to date there has been a total of $325.95. There is now $1,124.05 <br />remaining in the 2004 budget granted. Commissioners will use funds from their budget to send <br />out all the letters to the homeowners. <br />T. Schock flnoved that upon the majority approval of the wording of the cover letter the <br />commission proposes spending sufffacient funds to mail a packet including the cover letter, <br />Secretary's of Standards packet and the ba-ief history of North Olmsted ia? first elass <br />inailing envelope with a City label to all City residents on Butternut Ridge Road. R. Koeth <br />seconded the motion, which was unanimously approved. <br />The board discussed sending the same packet to all the local realtors in North Olmsted asking <br />them to duplicate the packet for each of their agents. The Board also discussed sending a packet <br />to the Chamber of Commerce or just asking them to announce the letter at a Chamber meeting. <br />Mrs. Davis indicated that a Mr. Jack Kuhl would like to put a portico on the side of his home as <br />his garage is detached and a distance from the house. She advised him that he would need to make application to go before the Landmarks Commission. <br />Mr. Schumann updated the commission as to how much money had been raised thus far for <br />moving the church to the museum. They have raised twelve thousand dollars to date of the thirty <br />thousand they need to move the church. The boaxd would like to have volunteers go to the site <br />and clean up the vegetation which is overgrowing on the church. However, negotiations are still <br />taking place on what part of the church is to be removed and that the church as suggested that <br />they will pay half the cost to move the building. The commission has not been asked to do <br />anything yet, but Mr. Schumann would like to call the church to offer the services of volunteers <br />to clean up the overgrowth. The chairman thought it would be best if the commission not get <br />involved with the matters of moving the church. The Sites student will recommend that the class <br />volunteer to help clean up the historic church. The commission discussed their roll in working <br />with homeowners who have plaques on their homes. The commission can advise an owner that <br />if poor conditions exist and persist on a plaqued home the commission can revoke the plaque. <br />Mr. Schumann suggested that Mr. Brown, who once addressed the Landmarks Commission <br />about getting his home plaque, as he believed it to be the oldest home in North Olmsted, had not <br />followed through with providing information, required to plaque the home. Mr. Schumann <br />thought it a good project for Anthony to follow up on, and even go to the archives on Franklin <br />Ave to go through their files to see if there is any information on the Brown's home.
