Commission Meeting
December 10, 1997
Page 2

along the south perimeter. The east and west borders of the park have always had fencing
and in the near future this will need to be replaced. Mr. Dolansky stated that the original intent
of the neighbors along the south property was to not install fencing so an open vista to the
park would be maintained. Mr. Dolansky stated that he would direct a letter to these residents
summarizing the survey results and the efforts that will be implemented to reduce certain park
problems, i.e. no games before 8:00 a.m., special signs installed for no trespassing, and
llittering, etc.

Mr.Dolansky stated that he had just received the September print-outs from the Finance
Department and he had finalized the 1997 Third Quarter Consolidated Income and Expense
Statement. Mr. Dolansky noted that it is difficult to verify his on-going financial status without
timely detailed financial reports from the Finance Department because their figures are
considered the most accurate and final. Net revenue indicated that the Parks and Recreation
Department was approximately $102,000 over last year’s net revenue. Expenditures have
been very tight, most especially in the wages line item, and revenues are above figures from
the preceeding year. Mr. Dolansky noted that an additional revenue item will be added to the
financial reports at the end of this year and from that point forward for the Clague Park Cell
Tower contributions.

Mr. Dolansky and the members received an anounomous letter of complaint regarding patrons
walking into the Recreation Center without paying for public skates. Mr. Dolansky and Mr.
Morgan both felt the problem may only be isolated to a few incidents but nonetheless the
perception may be detrimental to public relations within the community. Mr. Morgan stated he
was doing some research on issuing visable, identifiable wickets that ski resorts use to be
issued to customers who pay for public skating. A supervisor or a Rink Guard would be able to
recognize someone if they did not pay for admission to the Public Skate. The metal wicket
goes through a zipper or belt loop with a sticker that is folded in half. One side of the sticker
has a disclaimer and the other side has a logo with a blank area that can be stamped with a
symbol or date. Every public skate session would have a different color or symbol. Mr.
Morgan is still finalizing the costs and will have more information at the next meeting. It was
determined that implemntation would probably not occur until the fall so that patrons could gat
adjusted to the new policy at the start of a new season instead of confusing them midway
through this season.

Report by Safety Director:
None

Sub Committee Report:
Mr. Dolansky stated that over the past few years there has been a trend towards decreasing
profit margins and some inconsistencies with food and service qualities in the Recreation
Center Concession operations. As such, a special Sub-Committee with Tim Smith, Board
Member, Dave Smith, Food Supervisor, and Mr. Dolansky met and have recommended the
following suggestions:

Proposal 1: Modify current operations by hiring a full-time supervisor who would be assigned
during all high volume shifts. This hands-on manager could dramatically
