<br /> <br />material liner to improve candlepower and help with vapor, although it is not an insulator. The <br />cost of the material is approximately $15,000, which does not include installation. [Mrs. Hayes <br />asked whether the $70,000 includes both material and labor.] Yes. [Mrs. Powell inquired if we <br />will investigate the installation cost of the reflective material.] Yes, we can look into it. We will <br />need to obtain this cost from a company who specializes in installing this material. This was just a <br />suggestion of Timothy Norris & Assoc. for us to look into, as they are electrical installers only <br />and do not install this type of material. [Mrs. Powell would like to know if there is anything they <br />can do to help push this through?] Mr. Jenkins responded by saying that we can certainly look at <br />putting this on our capital improvement list for next year. This year’s budget is set for this year <br />and cannot be amended to accommodate this project. However, considering we have all the <br />costs, plus the savings plan, we can definitely get it into the budget for next year. [Mrs. Powell <br />requested on behalf of the tennis community a commitment to replace the noisiest ballast on a <br />regular schedule while waiting for this project to commence.] Mr. Morgan asked that it be taken <br />into consideration that the maintenance staff is extremely stretched. However, the ballasts are in; <br />they just need to be installed once we have the manpower and empty courts to do so. [Mr. Hoyer <br />asked how late tennis goes at night.] In the winter, 8:30 a.m. to 10:00 or 11:00 p.m.; summer <br />hours significantly drop. [Mrs. Powell stated that weekends are fairly quiet.] [Mr. Hoyer <br />inquired what the court time fee is and when we last raised the fee.] The fees are $16 – 20, <br />depending on resident vs. non-resident, primetime vs. non-primetime. The fees were recently <br />raised to accommodate some of the more recent improvements, such as the lockerroom updating, <br />time clocks, and new nets. [Mrs. Powell asked if we could outsource the work.] Mr. Jenkins <br />responded by saying that the city cannot take on that liability. It would be best done in-house. <br />We will look into this issue of replacing these ballasts with Tom Stein, Maintenance Mgr. <br /> <br />[As reported by Mr. Jenkins.] The tennis roof renovation bid came in over budget. Mr. Stein <br />obtained a cost of $35,000 for materials. This would entail in-house installation. This would still <br />need to go to bid. [It was noted that anything over $15,000 requires a public bid.] The city <br />engineer also looked at treating the surface of the roof with an anti-rust solution, laying down a <br />fiberglass matting, and spraying the coating Mr. Stein looked into, plus installation, the bid came <br />in at $60,000. We are $25,000 short in our capital improvement budget. The city engineer and <br />service director would like this project to be done professionally, rather than in-house. It is our <br />hope that some of our other capital improvement projects came in under budget, thus freeing up <br />monies to accommodate the project as the city engineer has approved. This project is going out <br />for re-bid currently. <br /> <br />[Mr. Jenkins inquired of Mrs. Powell her thoughts of moving the outdoor tennis courts from the <br />park to the rear of the recreation center.] She agrees with this thought. It is her feeling that the <br />tennis community would like to see the courts located at the recreation center. This would give <br />us the opportunity to host tournaments, as a minimum of 5 courts are required. <br /> <br />Mrs. Powell, in closing, stated that tennis improvements have been greatly appreciated by the <br />tennis community. <br /> <br />Mr. Morgan then reviewed and proposed the fitness facility plan as proposed by Larsen <br />Architects.
