Minutes of a Meeting of the
North Olmsted Parks and Recreation Commission
December 3, 2007

it and that Kim (Wenger) and John (Dailey) are working on another plan that would initially hit in ’09
or ’08. Mr. DiSalvo said he could put in for it, to be included in the ’08 cap budget.

As far as the leaf matter is concerned, he knew it was included in the Rec Master Plan. Many of the
things that are included in the Rec Master Plan the Commissioner did not know whether the City was
going to wait, and then once the Rec Master Plan gets approved that’s when it will be going forward.
It is a rather easy thing to do – to move that pile of mulch – but Mr. DiSalvo knew that long before he
came that has been an issue for Barton/Bradley. When the Rec Master Plan gets addressed, and if it’s
included to make that area full-time parking, the Commissioner has not received an answer yet.

Mr. Lasko said that, since Mr. Dailey could not be here, perhaps one of the things the Rec
Commission can do is note in the minutes as an item of specific information to be provided by the
Community Life Services Director at the first meeting in January would be to address whether or not
in the short run – and it’s a separate issue as to what the current status of the Recreation Master Plan
is – what the potential would be to push this matter to be specifically addressed in the Director’s
report in January 2008. Of course, it would come up anyway because that was one of the things the
Commission had noted, and we might as well address it for purposes of the record right now. One of
the items we had specifically noted in the minutes from last month was the fact that the Commission
had hoped that this month, perhaps the Community Life Services Director would give us an update as
to what the status of the adoption of the Rec Master Plan would be (the presentation or adoption). In
his absence this evening, the Commission can note that that item should be addressed by Mr. Dailey at
the meeting in January. The Commission will also attend to this matter with Mr. DiSalvo in his report,
but let’s just note it for the record right now.

Mr. Baxter said that it would seem to him that whatever the status of the Recreation Plan is, dealing
with that pile of mulch at Barton/Bradley must be a real side issue. You might say it’s related,
but….Mr. Lasko said that’s why there is no reason why it could not be addressed separately,
notwithstanding what the long-term prognosis might be for the adoption of the Rec Master Plan.

Mr. DiSalvo wondered if it was subcontracted out by the City, and if that was the case, perhaps the
City wants the mulch right there at Barton/Bradley. Perhaps there will be new leaves going in the pile
of mulch this season. Mr. Scarl said that, yes, whatever the City picks up on the streets goes there.

Mr. Lasko concluded by saying that, hopefully, the Commission will find out about this situation in
January.

APPROVAL OF MINUTES OF NOVEMBER 5, 2007

Mr. Lasko noted that the Minutes for November 5, 2007 were proved to the Commission prior to this
evening’s meeting and asked the Commission members if they had any changes or corrections to them
Minutes as submitted. There being none, Mr. Lasko moved to accept the Minutes from the Meeting
of the Parks and Recreation Commission for November 5, 2007; seconded by Mr. Groden.
Page 2
