Minutes of a Meeting of the
North Olmsted Parks and Recreation Commission
December 3, 2007

Mr. Lasko asked if there was any further comment or discussion; there being none, all in favor
signified with an aye, and the Motion passed unanimously.

SUB COMMITTEE REPORTS

None

REPORT OF THE RECREATION COMMISSIONER

Financial Review

November 2007 Month-to-Date Recreation Department Financial Report

Mr. DiSalvo reported that the year-to-date monthly financial report shows that the income was not
closed out until December 3. The Commissioner added two additional columns on this report. It used
to be the year-to-date actual percentage and the year-to-date actual percentage for both revenues and
expenses. What he did was, since year-end is near, is actually putting down what the actual cost
center budget was and then the expense budget shows right next to it. This may be complicated. I’ll
start with Administration: our target was 91%; we hit the target and that’s mainly due to property
taxes reflected. So, the budget was set at $1,197,657, and we hit that at 100%. Our expenses are at
93%, or $267,172. Our annual budget for expenses is at $288,767 so, with one month to go, this is
where the Rec Department is.

Enrichment shows 98.8%%. She is only $1,000 from hitting her budget. The same with expenses:
she’s fine at 94% (Jenny Couts). The revenue budget shows $119,500, and she’s at $118,000
rounded off; she’ll be fine with her expense. The only expense she has at this point is actually her
salary.

Maintenance does not have revenues, but they are doing a great job with expenses. However, the
Department is at 86.5%; that’s right around $1,027,000. They are budgeted for $1,200,000. The past
two or three weeks, the Rec Department is emptying those accounts. We are stocking up on supplies
and making a concerted effort to spend everything, because if the Rec saves it, it won’t do us any
good anyway. We won’t go over, but we’re spending it. Mr. DiSalvo said he was told to do that.

With Pool, Cindi (Bartko) hit her budget; she is actually at 104%. She was budgeted for $161,000,
and she’s up to $167,000. Pool and Rink continue to grow each day. Just last Friday, the Rink had a
rental of over $14,000. Up until the last day, December 31, 2007, Mr. DiSalvo could guarantee a
generation of another $60,000.

The Ice Rink shows basically $100,000 behind. However, ground will be gained, but everyone in this
room knows she is not going to make that budget with the Rink being closed and all the other issues
experienced.
Page 3
