Minutes of a Meeting of
The North Olmsted Parks and Recreation Commission
November 8, 2004

Ms. Jones said that the football situation was like a (soccer) tournament to them; everything
worked out well because Mom and Dad took him to the hospital. Mr. Jesse said that the Squads
work on a four-minute response time, with eight minutes to actually be working a fire. He
realized that when one is waiting for the Squad it takes forever, but those are the dispatch times
according to the logs. Also note that there is the same equipment on benches that is in the squad
car (stretchers), so a squad could get there immediately for stabilization.

This concluded the report of the Recreation Commissioner.

REPORT OF THE SAFETY DIRECTOR

Cleaning Contract

There were only two bidders on the cleaning contract – one was the existing provider - one was
another. Mr. Jesse is not comfortable with having only two bidders; it’s really better to have
three. He has been sitting on this matter because the City has been looking at the references of
the one, but certainly the City knows the references of the current provider. The only difference
is that the current provider has a price increase; not substantial, but more. The Safety Director is
still weighing the option of throwing out the bids and going to re-bid, but there is some value in
saying that the City will get more than two bids the next time. Mr. Jesse recently received a letter
from Jani-King, the current cleaning company, asking the latest status. The City needs to make a
decision; however, normally for a contract that size, it’s best to get three quotes.

Ms. Jones asked what part of the Complex Jani-King cleaned. At present, Mr. DiSalvo
responded, they cleaned only the Rec Complex; they do not clean City Hall or the administrative
offices of the Rec Center for security purposes.

Mr. Jesse said they also cleaned in the parks. Ms. Jones said they did the bathrooms behind the
Cabin during Homecoming; that one year they locked them, and there were no bathrooms over
the winter. Mr. DiSalvo said that, while on the subject, there is a specific time that the bathrooms
are closed at North Olmsted Park. He will have them posted with certain dates on them because
the bathrooms will not work (over the winter) because the pipes are not insulated. The current
sign that says, “Opens in spring” doesn’t say anything. The Commissioner will let Jackie at the
Senior Center know. (general discussion about permanent bathrooms in the park.)

Mr. Jesse was asked if the cleaning company was doing a good job. He said “yes”; Mr. DiSalvo
said he would meet with them monthly; good, bad or indifferent because the communication
between the Rec Center and Jani-King is almost non-existent. There are occasions when the
Commissioner heard about complaints from patrons. He is sure if those issues are communicated
properly to the cleaning service, they will act upon the complaints, knowing that the Rec
employees are observing them. In the past the ball’s been dropped, and that’s one thing that will
definitely change.
Page 7
