Recreation Commission Meeting
October 4, 2004

REPORT OF THE SAFETY DIRECTOR

Cleaning Contract

Mr. Jesse reported that the City received two quotes for the cleaning service; ideally, three would
have been preferred. The current provider of the service was the higher of the two bids. There is
a lower bidder. The City is in the process of checking references as well as the solvency of the
operation. There may be a need to go to re-bid. It’s about a $50,000 a year contract. This
company would provide cleaning in the Rec Complex on a daily basis. The maintenance staff
handles the repair end and other operations such as the Zamboni on the ice. The actual cleaning
has been outsourced in the past.

North Olmsted Parks

The Rec Department has had very good cooperation with the Service Department as far as
helping out with the North Olmsted Parks.

Security

The Rec Complex is looking to two or three phases over two or three years to get the Security in
shape, but the first phase is certainly in shape at this point. There are some interim things the Rec
Center is planning to do that will assist with security such as extending out the front ticket booth
and get some means of gating people in and out for tracking purposes. That will be some initial
simple controls, be it turn style or whatever. The reception area will be more user friendly but
will do the job of patrolling as well as greeting people.

Zamboni

The Service Department completed the renovation of the used Zamboni the Rec bought and did a
superb job. It’s about as close to a new one as could possibly be. There was about $25,000 to
$30,000 spent on the renovation, a worthwhile project.

Road through the Park

Mr. Baxter asked Mr. Jesse about the road through the park and wondered what the Service
Department had done to repave it. Mr. Jesse replied that the Human Resources Department
applied for a grant that would allow for ADA compliance parking to be installed in the parking lot
above. As part of that project, a portion of the road is included and a certain portion of the lower
parking area. In fact, perhaps all of the parking is included. The long and short of it is that if that
grant comes through, together with the City’s match (which would cover the road to East Park),
then every paved surface will be done. Prior to that, the chuck holes will be filled.
Page 6
