Recreation Commission Meeting <br />October 4, 2004 <br /> <br /> <br /> <br />Overall, the idea is to take advantage of the grant. There will be spaces picked up after <br />realignment and still maintain the ADA spaces. The last two or three months there have been <br />numerous complaints of people getting ticketed. What is not understood is that ADA is 24/7 <br />whether or not the spaces are in use or not. Hopefully, with more parking spaces, the ADA will <br />not be an issue. <br /> <br />Mr. Baxter continued by asking if speed bumps had ever been considered across the road, with all <br />the sporting areas happening around the parking area. Mr. Jesse said that this is a point well <br />taken. <br /> <br />Lighting <br /> <br />Ms. Jones replied, upon Ms. Kanis question, that the lighting and water to the Pavilion will be <br />taken care of as soon as Community Council gets its 50l(c)(3) from the City Foundation. <br /> <br />Planters <br /> <br />Mr. Kelley noticed the planters being done in the front; is there any plan about the falling bricks. <br />Mr. Jesse said that Council knows about the situation but pointed out the possibility if asbestos in <br />them. The bricks must be tested first. Then one of the pillars must be taken down. The Rec <br />Department has an idea of what is behind it. Once one is down, there will be a good idea as to <br />what to do with the other three. Tom (Stein) got an initial quote for two, but the best he could do <br />to take each column down is $6,000. <br /> <br />Walking Dogs <br /> <br />Mr. Baxter said that recently there has been an article in the newspaper about an ordinance <br />regarding walking your dog and having a piece of equipment to pick up any feces. People have <br />some common sense and if, in fact, the City now has an ordinance in place to clean up after dogs, <br />and if other city parks seem to be able to handle the problem (Bohlken Park in Fairview, for one), <br />why can’t allowing it be done in North Olmsted? Mr. DiSalvo said that no dogs are allowed at <br />the park at large, but they are allowed on a leash. All the signs say “No Dogs Allowed.” Mr. <br />Baxter has been to the parks when the auxiliary police would tell people to leave if they had a <br />dog. Mr. Jesse said that there is a misunderstanding. Also, besides the feces issues, when people <br />bring dogs to events and there are dog bites or dogs attacking patrons, if they are on a leash it <br />becomes the owner’s responsibility. Mr. Jesse said that he would pursue this matter with Council <br />and have them clarify the Ordinance. Mr. Baxter said that other parks have something on a pole <br />that can’t cost much to use. Mr. Jesse said that vandalism would be the issue, but he certainly <br />would be willing to test it. The point is: is the City (park system) user friendly or not? Mr. <br />DiSalvo said that the Rec was approached about the feasibility of a dog park but, to him, it would <br />be easier to allow dogs in the park on a leash following normal rules. <br />Page 7 <br /> <br />
