Recreation Commission Meeting
September 13, 2004

#4 Backstop

The #4 Backstop at North Olmsted Park will be installed in two weeks.

Front Planter

The front planter (in front of the main doors of the Recreation Complex) will be replaced and built
within the next ten days.

Waterline Project Letter

Ms. Drenski asked Mr. Jesse to report to the Commission on the Barton/Bradley water line
project letter, since she was not as familiar with the situation as he.

Mr. Jesse said that there was a concern in the community, i.e., stakeholders in the Barton/Bradley
water line, most being the Radisson Hotel, Chamber of Commerce, NOSO, city employees and
the Rec Department. There was some word that the City caused Brad Friedel's not wanting to
come back to North Olmsted, which would cause some harm to NOSO because the water line
improvements weren’t complete. Don Copeland, Director of Human Resources, heard about this
from the Chamber of Commerce and others, and suggested that everyone get together for
discussion so that they could know that the City was still very interested in meeting their needs.
The City of North Olmsted needs to know what those needs might be in the next five years and
what the plans might be of the soccer organization and Brad Friedel. As a result of the meeting,
the Mayor asked Mr. DiSalvo to prepare a letter, under Mayor Musial's signature, that would
discuss the points of the meeting and where the City’s stand was regarding future plans of the
operation. A copy of the letter, addressed to Ms. Kay Catlett, the person who headed a soccer
academy at the Rec Center and worked with Brad Friedel very closely, was then read to the
Commission by Mr. Jesse and is attached hereto as Exhibit A.

Ms. Kanis said that the day after the last Commission meeting, she received a NOSO Newsletter
indicating that Brad Friedel’s coming back. Mr. Jesse said that there is no common denominator
in communication and, in most cases, he was the last to know. One of the challenges he had was
being able to ask the right questions and to whom they would be addressed. The person who was
to be representing Brad Friedel never was at the City. There were many things behind the matter.
Perhaps Mr. Fridel is used to having world-class facilities and world class fields. The City would
be more than happy to provide that for him but is not in the position to do so.

Mr. Jesse was asked if the water line is now connected. Mr. Jesse replied no, but that the City is
making progress in that direction. One of the concerns is a problem with a back flow device that
keeps flowing back into the system. Up until last year, there were certain plans that the Cleveland
Water Department required, and they changed them. When the North Olmsted's contractor went
to get the permit from the Water Department, they said that North Olmsted could not put it in the
planned way. To do it the way the City of Cleveland Water Department wants is
Page 2
