Minutes of a Meeting of
The North Olmsted Parks and Recreation Commission
April 4, 2005

Facility Feasibility Study

On March 16, 2005, Mr. DiSalvo and Ms. Kim Wenger met with Gregg Gaber of Gaber &
Associates to discuss a facility feasibility study, narrowed down to between $20 and $25
thousand. Anything above $25 thousand would be put out for bid; anything below would mean
acceptance of the quote. Ms. Wenger referred Gaber & Associates to Mr. DiSalvo because she
has worked with them in the past, particularly with the library and other city projects. Gaber will
send a draft with steps to follow to include a complete cost of study. Initially, there will be some
no-cost consultation; however, after that, the feasibility study will be done in phases: as-is to
specs with Tom (Stein’s) plan with the new tennis facility, etc. At that point they (Gaber) will
give Mr. DiSalvo the actual cost of the feasibility study. They will provide an outline for free, and
if it is pursued, there will be a better idea as to what the cost will be. They also received a
complete tour of the facility. In Gaber’s brief time at the Rec Center, they mentioned this would
probably be a renovation project rather than a complete tear-down and rebuild process, which
would save millions.

Survey Information

Mr. DiSalvo met with Vera Breuer today, April 4, 2005, to review survey information requested
at the last Rec Commission meeting. There is limited information regarding crossover issues
between the schools and the city. Attached find an overview for references. This is the only
crossover information that the schools are proposing in the levy. A proper survey with statistical
and valid information will cost between $10 and $12 thousand by Triad Research, which did the
last survey for the schools. Kathy Severneski is the contact person at Triad (895-5353). Since
the Commissioner met with Ms. Breuer today, it was too late to contact Ms. Severneski; he was
th
to contact her Tuesday, April 5 for further details. What the high school has proposed does not
cross over into what is at the Rec Complex. The proposed new field house will be mainly a
weight-training room and offices. There is no definition of extra gymnasium space or indoor
track. There will be a weight training facility with new athletic department offices. Mr. Jesse
asked if this would include ongoing maintenance. Mr. Lasko said that, so that all the members are
aware, the proposal is the way it exists right now and is subject to being revised. It may or may
not change before final agreement is reached; as mentioned earlier, there is a meeting on Thursday
to talk about the facilities. The proposal may be enhanced; it may be scaled back. This is what
has been presented so far. Mr. DiSalvo said that this is the pertinent information to date.
Everything else is literally academic. Mr. Baxter noted that there are two different drawings; there
was no field house on one of them. Mr. Lasko said that they were alternative drawings/proposals.
(Overlapping conversation regarding the overview).

This concluded the report of the Recreation Commissioner.
Page 5
