Minutes of a Meeting of <br />The North Olmsted Parks and Recreation Commission <br />April 4, 2005 <br /> <br /> <br />REPORT OF THE SAFETY DIRECTOR <br /> <br />Capital Paving of North Olmsted Park <br /> <br />Mr. Jesse reported that the City made a proposal and a bid to the County for a block grant <br />relating to the paving of the park area, including the Senior Center. That was rejected about six <br />weeks ago. All of the information done to prepare that proposal is relevant and can still be <br />utilized to go to the next level with a view for the City to do it. Mr. Jesse spoke with Mayor <br />th <br />O’Grady about the matter today, April 4. He is very interested, as well as Carrie Copfer, in <br />putting together a proposal that would have the Service Department do the entire project as far as <br />bond borrowing is concerned. As expressed to Ted (Disalvo) and the Mayor, Mr. Jesse thinks <br />that it is important that the interest in allocating some of that cost to the Rec Department is <br />understandable, but at the same time there should be some kind of remedy to cover that. There is <br />nothing in the Rec capital budget nor is there anything in the operating budget to fund the paving <br />of that area. There must be an income vehicle to support it. For safety purposes alone, the <br />paving must be done this year. There are many pot holes outside the senior area alone, as well as <br />in the access road areas. At a minimum, this project will be repaired; ideally, it will be totally <br />redone. There is enough base material that will help for a finished product. <br /> <br />Pending Cell Phone Tower Contracts <br /> <br />The Safety Director moved on to the pending cell phone tower contracts. One of the agreements <br />made in 1997 was to have wireless carriers in the City with towers. The City was given the <br />privilege of towers with limited access on existing buildings; that was it. An extension of that was <br />that a tower was put down on Clague and I-480 on the ODOT right of way. The Safety Director <br />was given the responsibility of negotiating those contracts in that realm. Initially, the master lease <br />that was done for the Clague Road Park Tower was with AT&T. They paid an initial $75,500 to <br />the City for a ground lease for that tower in addition to building the tower, and then they started <br />out at $500 a month in rent, which will come up to $700 a month at the five-year renewal. <br />Subsequent to that, Sprint went on as a co-locator in 2002, and they came on at, the Safety <br />Director believed, $600 a month. They have a three percent per year escalation in their lease <br />agreement. That is the amount of money the City gets. The total lease that they pay is twice that, <br />being $1,200 a month. Since then, a company called Fiber Tower contacted Mr. Jesse in regard <br />to putting microwave dishes on that tower at a different elevation. There is a 90 foot platform <br />and a 120 foot platform. Fiber Tower is an exclusive vendor to AT&T from San Francisco; <br />normally, they just go in for free and come in as a side provider to AT&T. After discussion and <br />research, Mr. Jesse told them that as far as he was concerned Fiber Tower was another locator. It <br />may not be a full locator, but it is something else that is taking space on that tower that could <br />potentially cause the City not to have a full locator on that pole. On that basis, there will be a <br />presentation made to Council tomorrow night on first reading for $300 a month that would be <br />part of their fee to come on (at Clague). <br />Page 6 <br /> <br />
