Ms. Jones asked if Tennis is “rubber stamped almost” not <br />will be and when will they be installed. Mr. Limpert said that the going question in his mind is <br />whether they will pass it under a complete suspension or, if not tomorrow night (August 2, 2005), <br />passing it under complete suspension having a short committee meeting about it, and then two <br />weeks from now, pass it. From a timetable, Council would like to get moving so there will be a <br />little more time on the bid because for a while the pressure will be done on getting the pool roof <br />fixed. This should not interfere with tennis times because this is going to be something that <br />installation will go up on the roof, not doing the roof itself. However, the Rec would like to get it <br />done before the whether changes. Mr. DiSalvo said the only interruption will be the actual <br />installation of the unit, and no one will be in the area for safety reasons. <br /> <br />This concluded the Report of the Safety Director. <br /> <br />OLD BUSINESS <br /> <br />Clarification of NOSO’s Status at Barton/Bradley Park, the Management of the Park and <br />the Working Relationship between NOSO with the Recreation Department <br /> <br />Mr. DiSalvo said that he is still running into issues with NOSO despite his open communication <br />with them, and he thought he had an understanding with NOSO between city property and <br />whatever NOSO does at Barton/Bradley. There were two incidents that occurred. What <br />happened on July 22, 2005 at Barton/Bradley was totally uncalled for. Apparently, Ron Koch is <br />the groundskeeper there. He is maintaining Barton/Bradley fields for NOSO on a volunteer basis. <br />He is the only one doing it. He’s a good man; his heart is in the right place, but for one man to <br />take care of that field – especially when you have a full time job – it’s a lot of responsibility. From <br />nd <br />what the Commissioner was told, Mr. Koch was particularly stressed out on July 22. Crestline <br />nd <br />Sports sponsored a three on three soccer tournament. July 22 was the set-up date. They were <br />permitted to be there; all the vendors were permitted; concessionaires – basically everyone <br />nd <br />involved with that tournament had permits and paid the fee for permits. On July 22 at 6:30 in <br />the evening Ron Koch got angry with David Foss from Crestline Sports, saying that if he did not <br />remove everything out of Barton/Bradley, he (Mr. Koch) was going to call a towing company and <br />have it removed. David called Mr. DiSalvo and asked who was in charge, who asked, “What are <br />you talking about?” David said that Ron Koch is going to pull the plug on them. Mr. DiSalvo <br />said that Crestline was permitted to be there, and the bottom line is that Mr. Koch has nothing to <br />do with the management of the park. At that point, the Commissioner called Ron Koch, who, <br />expletive deleted, was asked to settle down by Mr. DiSalvo. Mr. Koch then said he was sick of <br />the City disrespecting what he was doing for it; these are NOSO’s fields, and he said he would <br />just quit. The Commissioner said, “fine.” At that point, Mr. Koch hung up on him, at that was it. <br />By the time Mr. DiSalvo got to the Barton/Bradley fields, everything was still in place, and the <br />Commissioner ran into the security <br />Page 20 <br /> <br />
