The North Olmsted Parks and Recreation Commission
February 6, 2006
Page Six

This concluded the Report of the Recreation Commissioner/Safety Director.
REPORT OF THE SAFETY DIRECTOR

Munter Unit

Mr. Terbrack said that the City has a bill that goes back to 2001 for dispute on repairs and installation.
The bill has been in the Finance Department. The Director refused to pay it because there was a big
dispute; there was a consultant brought in, who looked at it and said that there was some blame on all
different parties, but the fact remained that the City was blacklisted by Munter (the Company) to get
the parts. It puts the ice rink at risk. Finally, when the Safety Director saw the bill, he and others
worked very hard to get the bill paid. The Company will come out to do an inspection, and then the
City will be looking at a maintenance agreement with the Company. This will help the Rec
Department very much so that there will be no worry of the Unit breaking down and then shutting the
ice rink down.

What Mr. DiSalvo was worried about was an incident happening at the ice rink such as the one that
happened last year when the pool was shut down, and it could cause a great deal of trouble. Payment
of the bill (to Munter) happened just in time – it was over $10,000. Until that invoice was paid, no
parts were being shipped. This would have been the fifth year without getting a professional
inspection by the Company. Mr. DiSalvo said that this is a credit to Tom Terbrack.

Krobar

Mr. Terbrack wanted to go on record saying that over the past five weeks, the Police Department has
arrested over one hundred children for alcohol abuse and drug abuse at the Krobar. The Safety
Director wanted to bring this to the attention of the Commission because the Krobar is affecting teens.

This concluded the Report of the Safety Director.

OLD BUSINESS

Ice Rink Boards

Ms. Kanis said that every game she attends must be stopped because the glass or boards must be fixed.
Mr. Garrity agreed; he said that a week ago when the Southwest Conference was at the ice rink, the
problem was in the south corner. The glass came out, and four men fixed it during the game. Thank
goodness, the glass did not fall out, but it’s plexi-glass, not glass. It could still hurt someone,
however. The probable issue is that the top rail is deteriorating, and there is only an inch and a

Minutes of a Meeting of
The North Olmsted Parks and Recreation Commission
Page 6
