Ms. Kanis said it involves delays in the games all the time.

Mr. Garrity commented that, in the Division 1, the top bracket, North Olmsted is probably only one of
two non-parochial schools playing hockey. Mr. Kelley said that for $5, a high school game at the ice
rink is very exciting. The kids are really hitting, and he’s not surprised the boards are taking a beating.

Further discussion ensued among the members about professional and farm hockey teams in Ohio.

NEW BUSINESS

Rec Department under Safety to Community Life

Ms. Jones said she noted an article in the newspaper about the above regarding the Rec Commission.
Mr. Terbrack said that there is supposed to be a Charter Amendment on the May ballot to move the
Recreation Department from Safety Department Director to Community Life. That’s the
reorganization the Mayor is moving forward with in the City government. He is trying to balance the
departments that report to the different directors. The City will eventually be giving up NOCOP
(North Olmsted Commission on Paratransit), which will go on to another life of its own. John Dailey
is now responsible for Springvale, technically moved in the middle of January. This all occurred
before Mr. Terbrack took the position of Safety Director. The Manager of Springvale now reports to
the Community Life Services Director, John Dailey. All this must be approved by the voters. Mr.
Terbrack said that, when the City purchased Springvale, his understanding was that at that time they
assigned the Safety Director responsible for it; all it took was Council action to move the Department
to a different director, but in this case it takes a vote, because it’s in the City Charter.

Baseball Diamond Fence

The Meeting on the baseball diamond fence was postponed because Joe Hyland, the representative for
the schools, could not make it. Mr. Terbrack said that the Law Department wants to formalize
agreements with the schools. It used to be that a handshake agreement was all that was necessary.
The process is that there was going to be a meeting with Council to the effect that the fence would be
put up here, handled by this company, and taken down on X day. That was in Ordinance form, but
Joe Hyland was on vacation or otherwise occupied, so that meeting will be rescheduled. It was
supposed to be last week. Ms. Jones asked if it’s still going forward; that the City just wants to have it
formalized. Mr. Terbrack said that is so, and that the City wants anything dealing with the schools
using city properties to be formal agreements, not handshake/verbal agreements. Both parties want to
be more formal with this process, so if the schools use city property for a certain purpose where they
actually come in and make some change to the property, that it’s put back the way it was.
Minutes of a Meeting of
The North Olmsted Parks and Recreation Commission
February 6, 2006
Page 7
