Page Eight

Electricity/Water Permits at Park

Ms. Jones said that she asked Tom (Stein) to get her two quotes: one for electricity and one for water
some time back. It’s been on hold at Community Council, but Community Council wants Ms. Jones
to push forward with it now; there is money in their treasury for this purpose. It was $10,000 for
electricity and $6,000 for the water or vice versa to be used for the Community Council Pavilion.
When the Community Council Pavilion was dedicated, Mayor Norm Musial said that when water and
electricity will be ready to be put in through the North Olmsted Foundation; they said the cost would
be split between the Foundation and Community Council. Mr. DiSalvo asked who was in charge of
the North Olmsted Foundation; Ms. Jones did not know; it’s a not-for-profit organization. The
problem for Community Council was that they have a 501(c)(4) and need a 501(c)3; so it is currently
working on getting that qualification to have money donated to it, because all the monies Community
Council gets are earned from the Homecoming.

Mr. DiSalvo asked if a new quote was needed. Ms. Jones said Community Council may. Mr.
DiSalvo asked what was needed as far as water at the Pavilion; Ms. Jones replied they wanted drinking
water and a place to wash hands when you’re making a fire, e.g. Mr. DiSalvo said he would definitely
get new quotes from Mr. Stein because the old ones will be obsolete.

Mr. Terbrack said that it takes a long time to get the 501(c)3 status; perhaps a year. Mr. DiSalvo
asked if Mayor O’Grady knows anything about this matter. Ms. Jones said that he does not because
the Community Council had worked with Mayor Musial. Mr. Terbrack said that there is a Board of
Directors of the Foundation; he did not think that Mayor O’Grady has anything to do with this matter.
When they had something like the Mayor Balls, half the proceeds went to the schools and half went to
the North Olmsted Foundation. Mr. Musial envisioned that there be a North Olmsted Foundation, just
as Cleveland has The Cleveland Foundation. There is money invested in an account somewhere, but
the Safety Director is not sure who is on that Board.

Water Fountains at North Olmsted Park

Mr. Terbrack asked Mr. DiSalvo if he wanted to bring up the subject of the new water fountains under
cap improvement; what things the Rec Center was asking Council to do. Mr. DiSalvo said that he was
going to wait until the budget was complete; anyway, the new water fountains at North Olmsted Park
are scheduled for improvements.

Bathrooms

Ms. Jones asked about the bathrooms in the Park. Mr. DiSalvo said that the Rec is waiting to see if
the grant is approved; that should be within the next month. Ms. Jones asked how long would it take
to go ahead with the bathrooms; immediately, or when? Mr. DiSalvo said that should be a spring
Minutes of a Meeting of
The North Olmsted Parks and Recreation Commission
February 6, 2006
Page 8
