Minutes of a Meeting of
The North Olmsted Parks and Recreation Commission
October 2, 2006
Page Four

Expenses

Mr. DiSalvo reported on the financials. To spare 21 pages, e.g., under Salaries, there are at least 20
other lines, and for practical purposes this Report is three pages instead of 21 which gives the base
numbers; where all the expenses are coming from and, on the last page the Recreation Department is
running at 72% of its appropriations. Again, that’s a good number, and the Rec is looking to break
even again this year. There really isn’t anything that is obvious (like the pool last year); things seem to
be appropriated pretty well and, as long as there is money to transfer, the Department will be fine.

Mr. DiSalvo said this concluded his report on the Financials and asked Mr. Baxter if these reports
would be what he wanted. Mr. Baxter replied it was good and gave a summary of the Financials. The
Commissioner then asked if the rest of the Commission members concurred; they did.

REPORT OF THE COMMUNITY LIFE SERVICES DIRECTOR

Facility Cleaning Services RFP

Mr. Dailey reported that the City is currently working on the Contract to go back out to bid for the
janitorial services for the Parks and Recreation Department. The City is looking at different ways to
exclude Parks; just having the focus on the Recreation Center and perhaps bring it back in-house. The
City will discern the best way to do it and move on from there. Ms. Jones asked if Mr. Dailey meant
separating the Parks from the Rec Center. Mr. Dailey said yes, because currently the contract with
Jani-ing has to clean the parks. By parks, all they do is clean the bathrooms. They also clean the
Recreation Center. One of the members of Council thought that if it was separated, there would be
more people bidding to do the job at the Rec Center.

Mr. DiSalvo said there should be at least three companies bidding to this end, because he has already
given one company a tour, another company has been in touch, and the Commissioner knows that
Jani-King will turn in a bid as well; whereas the last time, Jani-King was the only company that
submitted.

Mr. Dailey said they wanted to get as many people bidding the job as possible, and proposed to the
Commission members that if they knew of anyone in the janitorial services business, to get them on the
list.

Mr. Dailey reported to the Commission that the City has been getting a weekly report from
Maintenance on what they are scheduled to be doing and what they are actually doing – trying to hold
them more accountable to make sure that they are working up to the best of their ability. Of course,

Page 4
