Minutes of a Meeting of the <br />North Olmsted Parks and Recreation Commission <br />June 2, 2008 <br /> <br /> <br /> <br />residents’ approval. At that point in time, the City will design it and decide what it will or will not be. <br />One-sixth of one percent is looking at something closer to 80,000 than 100,000 square feet. What we <br />know it will include will be some basketball courts, some swimming area, cardio fitness and wellness <br />exercise equipment, lap pool (competitive pool for the high school to continue to use) indoor or <br />perhaps even an outdoor type splash area zero depth entry type pool. It will not include ice. Anything <br />else that we can fit inside the 80,000 square feet will be included. At this point everything else is on <br />the table, but we also know everything that will be in there, which are the things initially stated. Mr. <br />Groden asked the length of the term. Mr. Dailey said the minimum would be 25 years. Mr. Scarl had <br />a question for Mr. Dailey. He questioned if the proposal was going before Council tomorrow. Mr. <br />Dailey said that was correct, for first reading. Mr. Scarl said what about the Rec Commission – we <br />didn’t get a chance to see this new proposal? Mr. Dailey said that no, the Commission hadn’t. In a <br />perfect world, there would be a third meeting scheduled for the month of June – there are meetings <br />rdth <br />scheduled for the 3 and 17. There is an extra two weeks in the month of June. Mr. Dailey knew <br />th <br />that the legislation must be to the Board of Elections by Friday, August 8. Hypothetically, Council <br />could let this conversation continue through the month of July when they are on vacation. Then they <br />will have it on for third meeting in August. Mr. Scarl said that his question was he wasn’t so <br />concerned about Council and when they are getting it; what is this body (the Rec Commission) for if <br />we cannot even see a new proposal? Mr. Scarl knows the Rec Commission doesn’t have the final say, <br />but he believes the Commission should be able to see the new proposal before it goes to Council or <br />see it with them as Council sees it. People are going to be asking about this – they are going to be <br />asking what is going on – and we are going to say to them that we don’t know, Council is getting it <br />before we even saw it. Mr. Scarl doesn’t see why the Rec Commission Meetings were even being <br />held, if we are not going to be included in a huge project that has been 20 or 30 years in the making. <br />He had a problem with that. He is not saying that Council won’t be able to make the right judgment <br />call; he would like to see it as a Rec Commission member on where the tax dollars are going. The <br />second thing is that he understands that the YMCA is out, and he believes in his heart that such <br />backlash that’s happened at the meetings caused the problem, and he did not think the Commission <br />will hear that from the Administration. Mr. Scarl believes they heard loud and clear that Council and <br />the Administration that the people would not pass a joint venture with the Y, which I can say I was <br />one of the first ones to say that. Not that Mr. Scarl was anyone, but a lot of people saw what he saw. <br />His question is going to be, and he knew the City broke off talks now but, could this be a smokescreen <br />by the Administration that build it, get everything approved that you need by the citizens, and then <br />bring them in. Mr. Dailey said it was not a smokescreen. It is a very real possibility that somewhere <br />down the road the City will look to contract out to uncertain areas of it. Mr. Scarl said that the fitness <br />center would be one because that’s a big hassle. Mr. Dailey agreed. Mr. Scarl said that there would <br />be no qualms with the Rec people here agreeing that it might be an asset to the City but building and <br />having everyone on board and then say, now we’re going to bring in the lion; he hoped they don’t do <br />politics and business like that in the City, but since they’ve seen such a bad turn of events with the <br />meetings, and he only missed one of them, he did not see any good come out of them. He is not sure <br />where Council is on any of it. He has talked with some of the Council members and they had some <br />serious issues also. Mr. Dailey said this is as it should be, because the City is looking to doing <br />something so drastically different than what it did in the past. Many of the <br />Page 7 <br /> <br />
