Minutes of a Meeting of the <br />North Olmsted Parks and Recreation Commission <br />June 2, 2008 <br /> <br /> <br /> <br />comments had to do with that. Council is going to be very general. Carrie Copfer is going to have the <br />numbers (one sixth of one percent). Council will hear it for the first time tomorrow and will assigned <br />to Committee: either Recreation or Intergovernmental or Finance, whichever direction it goes. Mr. <br />Mahoney said that he heads the Recreation Committee. He could not imagine it going to <br />Intergovernmental under any circumstance, but it could go to Finance. It could also go to a joint <br />th <br />Finance….Mr. Dailey said that the earliest conversation on it could be June 10, to perhaps have a <br />Committee meeting on it. Even though it will be on first reading tomorrow…Mr. Scarl said there <br />should be three readings and get it all to the Board of Elections on time if it’s passed. Mr. Dailey <br />agreed, but said that traditionally there is vacation for July, as Council deserves it; it will be up to them <br />to decide if they want a special meeting in the month of June or wait until that first meeting in August. <br />th <br />Mr. Mahoney said that the first meeting in August will be August 5; now whether those three days <br />th <br />until August 8 to get it to the Board of Elections allows enough time to get it down there but, to <br />rd <br />answer Chris’ concerns, theoretically, Council will get it on first reading June 3, the Clerk of Council <br />will just read it, and then it will be assigned in Caucus to a Committee, the Committee Chair will set a <br />th <br />meeting schedule. The second reading, theoretically, will be set for June 17, then Council will take <br />vacation, and it will have to make a decision about a special meeting for that purpose or just wait until <br />th <br />the August 5 meeting. It would also give this body (the Rec Commission) July to consider this <br />th <br />proposal. Mr. Dailey said perhaps it could happen for the Rec Commission on August 4 to consider <br />the proposal. <br /> <br />Mr. Lasko said that Jim Dubelko is the one to give the official Opinion, but Mr. Lasko knew that just <br />from looking at it a year or two ago, the Charter does require that the Rec Commission’s deliberations <br />are purely just advisory; they have no formal weight. That’s why the group is comprised the way it is, <br />with school appointees and city appointees and everyone else, so it clearly is meant to be a sounding <br />board on behalf of the community. The Charter mandates in certain circumstances that the advisory <br />opinion or vote must be taken, and my thought that something of this magnitude (and Mr. Lasko <br />forgets the exact Charter language), it seemed to him that this probably falls within the ambit of <br />requiring consideration and a vote, but that doesn’t mean that the Rec Commission has to hear it first. <br />It just means that at some point in time the Rec Commission must consider it. Mr. Scarl asked if this <br />was the night that the Rec Commission was going to vote in or not in favor of the proposal with the <br />YMCA, yes or no? Mr. Lasko said now, with what Mr. Dailey has mentioned, everything has <br />changed. Mr. Scarl said that it’s o.k. not to be first; he just felt that the Rec Commission needs to see <br />this proposal as well. Mr. Dailey asked if the Rec Commission was looking to see what kind of money <br />would be generated…Mr. Scarl said a lot of people don’t go to Council, they go to the members of <br />the Rec Commission. He just wanted to have some answers for them. Mr. Dailey said that things <br />have changed: even if the Rec Commission got presented tomorrow evening, he did not believe that <br />Carrie Copfer would have the particulars. Carrie tends to be more conservative financially than most, <br />which is good; it’s what you want in a Finance Director. He respects he professional opinion. <br /> <br />Mr. Groden said that he was not sure he understands something that was said. Did Mr. Dailey say <br />that tomorrow, what Council gets, won’t necessarily be a complete proposal. Mr. Dailey said they <br />Page 8 <br /> <br />
