Minutes of a Meeting of the
North Olmsted Parks and Recreation Commission
March 3, 2008

SUB COMMITTEE REPORTS

None

REPORT OF THE RECREATION COMMISSIONER

Financial Statements

Mr. DiSalvo reported that the budget hearing date is on Saturday, March 8, 2008. The budget still has
not been approved, so the budget reporting will be in full gear next Commission meeting. It was too
close to month-end close-out, so all I did was take the MUNIS report to show you our income and
our expenses. This is not compared to any budget yet, because our budget isn’t set. To review the
numbers, reading right down the first line; the first page is our income, enrichment programs, pool, ice
rink, tennis, gymnastics, individual and team sports. (see attached). Second page shows the expenses.
Everything is falling into place right now, but the Commissioner can’t get detail until the budget is
approved, and he will be able to put the figures into better spreadsheets for further detail. He didn’t
know if anyone had any questions on the financials, but that’s almost closing out the final numbers for
February.

Inclement Weather Policy

The Rec Department has revised the inclement weather policy one more time. See the attached North
Olmsted Recreation Department Complex Closing and Program/Event Cancellation Policy dated
March 3, 2008. The Rec Department is not basing its policy on what the schools do. Assume the Rec
will be open; a decision will not be made until John (Dailey) and the Commissioner concur. As far as
closing for the staff, generally the morning conditions improve by Noon; there’s a Noon update stating
that the Rec will be open at Noon and continue programming, and because our evening program in the
winter season has heavy usage, we have up until 4:00 p.m. to decide whether the Rec will be closed or
not. The first update will be at Noon; if the weather continues to be bad, the next update will be at
4:00, and at that time we’ll decide whether the Rec will be open or closed. Ms. Drenski said that the
last time the Rec Department closed, we used the number “1” to press for cancellations; no one
pressed that at all. That will be changed; so, if we were to close, as soon as you pick up it will say,
“This is Parks and Recreation. We are closed right now; please check back.” You won’t have to
press “1” for further information.

Mr. DiSalvo asked if there were any comments, suggestions or improvements. He wanted to have the
Rec Commission recommend this policy just to make this official so that the Commissioner can get the
word out to the schools or anyone involved with the Rec Department. It will take very bad weather
for the Rec Department to close. If that should happen, a decision won’t be made until Mr. DiSalvo
confers with Mr. Dailey. Then it will be the patrons and/or resident responsibilities to direct to verify
if we are open or closed. That’s the best we can do, aside from the media outlets. Mr. Groden asked
if this would be posted around the Complex; it would be.

Page 5
