Minutes of a Meeting of the <br />North Olmsted Parks and Recreation Commission <br />September 8, 2008 <br /> <br /> <br />OLD BUSINESS <br /> <br />The Park <br /> <br />Mr. Baxter said that he continues to believe that the road that runs through the Park should have <br />speed limit signs and/or speed bumps. If you have been down there at any time, particularly when <br />young kids are there, particularly when they are running across the roads, 95% of the people that drive <br />through there are careful; 5% are not. Someone will run into one of the kids one day. It may help to <br />have signs and/or speed bumps up. Mr. Scarl agreed, saying it’s common to hear squealing tires. The <br />area is between the driveway off East Park. Speed bumps would be most effective, Mr. Baxter said. <br />There are no signs there. Mr. Scarl said that there should be a sign saying, “Do not park on the north <br />side of the grass.” Mr. Baxter said that there is no parking on the north side but, in any event, the cost <br />of signs is minimal. Mr. Dailey said he would talk to the Safety Director about the signs. <br /> <br />June Meeting – ADA Accessibility <br /> <br />Mr. Groden said that at the meeting in June, Chris (Scarl) was talking about the ADA accessibility for <br />Diamond #5, and that he, Mr. Groden, was on the Citizens’ Advisory Committee for the CDBG. He <br />thinks right now the idea that’s at the top of the list as far as what they are going to apply for for this <br />money includes ADA improvements to the Cabin/Senior Center. Hopefully, the Committee will be <br />able to get some money for Diamond #5. Mr. Dailey said that what was interesting, too, was that the <br />situation brought to the City by the Hot Stove people was addressed in the report by the expert. Ms. <br />Nader asked if there was a priority by the expert. Mr. Dailey said that he has it broken down by <br />divisions and buildings and locations and such, prioritizing and going from there. Mr. Scarl inquired <br />that such a long list could include things that are very old on those 95 double sided pages; those things <br />have to be 10 or 12 years old. Mr. Dailey said there are things older than that. The City building <br />being what it is, there’s some sort of Grandfather clause where they don’t necessarily have to be <br />brought up to Code, but we have a responsibility to bring them up to Code. The things we’ve done <br />since 2005 are the ADA Accessible Doors to the Senior Center; ADA Accessible Family Restrooms in <br />North Olmsted Park; ADA Tot Lot Program; ADA Accessible Entrance to North Olmsted City Hall. <br />For the first time we’ve had ADA Accessibility to the North Olmsted Caucus Room; ADA <br />improvements to both the men’s and ladies’ rooms in City Hall. We are tackling them as we can as <br />time and money permit. There’s a lot to do here at the Rec Center. Mr. Mahoney said that at Rec <br />Committee tomorrow night there will be different buildings looked at for the CDBG grant, the Senior <br />Center being looked at first because it’s the one used most with people with special needs. Believe it <br />or not, our Police Department Building is the worst building for ADA Accessibility in the City of <br />North Olmsted. The problem is, that’s not necessarily used often by people with special needs, so it’s <br />lower on the totem pole. If the Senior Center is number one, then the Rec areas would be number two <br />and three. Mr. Scarl asked if the ramp sidewalks throughout the City be through Service. Mr. Dailey <br />said that anytime there is to be work done on the sidewalks, they are supposed to be replaced for ADA <br />Accessibility.
