Minutes of a Meeting of the
North Olmsted Parks and Recreation Commission
April 6, 2009

that the rest of City Hall did as well: then they ship it to the Old Town Hall for storage. Mr. Groden
seemed to recall that there was talk of legislation just last year to spend the money to start doing that.
Ms. Drenski said that there has been talk about what to keep and what not to keep since she started
here and how long. The Rec Department was under Safety before; now we’re under Community Life
Services. Ms. Nader said that contract was never amended, updated or re-evaluated every year? Mr.
DiSalvo said he kept renewing, but the Commissioner is trying to go back to just when it first started.
He did not know why, but it was always Culls; they’ve been here since day one, but now we’re paying
for it. Everything that Reliance has fixed has been met with astonishment. There are wires that lead
to nothing; things not hooked up correctly. Mr. Scarl said that Culls started off as an ice machine
repairman. Mr. Groden asked if there was something in writing with Reliance. Mr. DiSalvo said no;
they were being used on a per-repair basis, but he was going to get to a contract.

This concludes the status report on the Complex Operations. Part two will be coming after Old
Business. John (Dailey) did not leave the Commissioner anything to report.

REPORT OF THE COMMUNITY LIFE SERVICES DIRECTOR

None

OLD BUSINESS

None

NEW BUSINESS

Parking Lot Catch Basins

As regards the parking lot catch basins, three of them need to be repaired. See quotes attached. Don
Mould’s Plantation can do it for $1,656 per basin, for a total of $4,968. Note also the other three
quotes: Boss Concrete, Novak, and Fabrizi. The Rec Department is good to go on this, and it should
be done this spring.

HVAC and Plumbing Preventative Maintenance Quotes

This quote came in late last week. Reliance came in at $17,640; Johnson Controls came in at $22,682;
Carrier, $23,525. The Commissioner had the copies of said proposals and laid them on the table for
the Commission to see. They all offer the same services; the only difference is the price. They all
replace the filters; we would buy them. They go through some weekly, monthly, semi-annual and
annual inspections. Minor repairs are included with all three of these quotes, where Culls, even to
change a light, had to be scheduled, at additional. Culls was $4,500: basic. These are annual
agreements. Mr. Groden again asked what the Rec paid Culls. Mr. DiSalvo and Ms. Drenski said it
was, with repairs, $60,000 a year. Ms. Drenski said there can be some major repairs not
Page 7
