Minutes of a Meeting of the
North Olmsted Parks and Recreation Commission
June 1, 2009

is concerned, it was discussed with Council probably back in February or March. We didn’t just wake
up and made the decision.

Mr. DiSalvo said that Chris (Wetmore) has the facts, and he knows that the numbers presented by the
guests were not factual. Mr. DiSalvo does not have the facts in front of him. He did not think it the
least bit fair for them to challenge against the Rec Department. We did not have our “star witness”
here. Mr. Dailey said that was his fault; he should have asked Chris to be at the meeting. Mr. Groden
said that he doesn’t think that any of us here tonight could tell if all the information was factual. Mr.
Mahoney asked if Mr. DiSalvo thought the numbers are high or low. Mr. DiSalvo said that the
numbers are low because the swim team registration came up with about 70 people at $95; and they
were way off on Mills Creek…Mr. DiSalvo said they are at $85, so the Rec Department is average
with all the other community swim teams. Mr. Scarl said that they did say the numbers were up from
ages four to fourteen. It was just in high school that only four people signed up. Mr. Groden said that
all that information should be taken into consideration next year. Mr. Dailey said, “absolutely;
absolutely. That’s the best that we can do for them. People are never happy to have their prices
raised.”

Mr. Baxter said that, seeing we spent a very lengthy meeting discussing whether or not it was a wise
thing to do, we reached a compromise and agreed upon. I personally entirely agreed with the fact that
the fence would be taken down at the end of the season, and regarding to what’s being done now (and
I know we’re advisory, not decision-making) but before it was worthwhile bringing up at this meeting.
This year it wasn’t a subject of discussion, and it seems curious to me that if it made sense last time,
why didn’t it this year? Mr. Scarl said that the Commission did discuss it; that was the meeting that
Mr. Baxter did not attend. Mr. Scarl said that he stood up and said that Mr. Baxter would back him in
this: that the fence needs to come down. Mr. Lasko said that at the end of the meeting he was under
the assumption that when we walked out the door that the fence was coming down at the end of the
regular high school season; that it would not be up for an extended period. On the basis of the
discussions that we had here in that Commission that night, he has lived in good conscience and good
faith that the fence was coming down at the end of the season. Mr. Baxter said that he read the
minutes, but he did not have the impression that it sounded like it was subject to discussion but there
was no resolution at the meeting.

Mr. Dailey said that, in all fairness to the High School, and whoever is organizing this, they had to
have the schedule set up well in advance. We were just happy to provide this to them as a community
group.

Mr. Mahoney asked to the process of collecting the quotes of Barton/Bradley, do we have an idea of
whether we have accepted a quote or when they will get filled? Mr. Dailey said we should know by
the end of this week; it’s going to be coming in under $25,000; so we should be able to complete this
relatively quickly. We will use another ADA compliant service. If we can go somewhere down the
road and put in the rubber rock service, so be it. Mr. Dailey looked at the fields in Westlake and Bay
Village. Very few have gone with the rubber rock service like we have in North Olmsted, so we will
stay with the wood fiber. It should be a quick process on this, Mr. Mahoney.

Page 13
