Minutes of a Meeting of the
North Olmsted Recreation Commission
March 2, 2009

about three. Now it’s down to one service tech who comes to the Rec. Essentially, they are not
meeting our needs. We had them contracted out for preventative maintenance as well. The Rec
Department is phasing them out. We are going to be using Reliance. Obviously, they have the
certified people in plumbing and HVAC in heavy equipment and machinery and are familiar with rink
operations.

Mr. Dailey said that Culls was getting a $450 per month standing purchase order for preventative
maintenance. We found that once Tom Stein was gone, a lot wasn’t getting done – filters weren’t
being changed; the heat vent working in the Rink area they weren’t able to get corrected after two or
three visits. We called out Reliance and talked to a number of other companies as well, and the
problem was corrected quickly. We won’t have a maintenance agreement with anyone at this point in
time because they are a little bit more costly, but we are using other people on as as-needed basis.

Mr. Scarl noted that Reliance is a great company and that most of the employees of Culls are gone.

st
Mr. Dailey said that a note was sent to Culls telling them that March 1 at midnight would be their last
date. So, we’re happy the way things are going right now, and we’re hoping to be able to keep it
going.

Mr. DiSalvo said that much of the maintenance work that Culls was doing will now be done by the
Rec Department’s staff.

The Maintenance Department is also finding better pricing on supplies such as light bulbs and cleaning
solutions, etc. The Maintenance Department is becoming more efficient and, hopefully by June, they
will be in full swing. The crew has been used to a certain system for many years, and it will take them
a while to adjust – they are more than capable to keep up with the work. They are a great group of
guys; it’s just been a management change for them.

If it’s not an emergency situation, the Commissioner will call Johnson, Carrier and Reliance to quote
the jobs out, after Ms. Nader asked how it would work with Reliance.

Mr. DiSalvo said that Culls was also not able to respond to the Rec’s service calls as quickly as
necessary. There is one service person assigned for the Rec.

This concluded the report of the Recreation Commissioner, and he asked if there were any questions
or comments.

Ms. Powell had a few comments. One thing she said was that she has received some feedback from
residents, and they are very pleased. They have been working with Ted (DiSalvo) recently about
problems in the locker rooms with the water system; lack of shower curtains and water faucets. They
were just raving over what a difference they are experiencing now. She spoke with one woman (Jan
Reed) primarily, and she could not begin to compliment enough all the improvements that have been
made under the direction and leadership of Ted. She has received a lot of feedback from other
Page 3
