Minutes of a Meeting of the
North Olmsted Recreation Commission
March 2, 2009

people. She’s been coming up here for 25 or 30 years using the Pool because of health problems. She
and her friends are just so happy, and Ms. Powell said she thinks that it points out that little things
mean a lot to our residents, and it’s a good reflection on our Rec Center and our Administration.
They feel for the first time that, thanks to Ted, things are different, and they are encouraged and
inspired.

Ted also did something different. He put something out at the window where residents could pick up
a little info sheet about maintenance issues. They like that Ted posted something in the Locker Room.

Mr. DiSalvo thanked Ms. Powell, and said that the main thing that made it different was
miscommunication from the patrons. The Rec Department got a work order that a sink was broken.
No one knew, and the staff didn’t know, so it’s just a matter of getting the work order and keeping the
patrons updated. He again thanked Ms. Powell for her comments. She said that this is how the
customer base is maintained and it really means a lot and might even bring more people in.

Ms. Powell asked Mr. Dailey if he would be talking about painting. He said he would be. Here again,
Ms. Powell said, something else is being done that is very important.

Mr. Dailey asked Mr. DiSalvo to talk about the hot water issue in the pool locker rooms. The
Commissioner said that, for some reason, when someone is taking a shower, suddenly he or she would
be blasted with cold water. All the boilers were inspected; all the check valves and mixing valves.
Between the two locker rooms there’s a mixer valve main control with a dial that shows what the
temperature is doing. The Rec called Reliance. It turns out that when the toilets are flushed there’s
not enough pressure for the mixing valve to mix. Then the cold water runs by itself without being
mixed in with hot. That’s just the way the system is set up. Only then can you see the needle dip a
little. That’s the reason behind the hot water issue in the pool locker rooms and the burst of cold
water. Everything works, but this is 1975 plumbing. There’s nothing that can be done to help the
water pressure situation. It’s all linked together. If the toilet is flushed in our office, it may affect the
locker room. Everything was inspected.

Ms. Powell asked if there was an ongoing problem with another resident, Mr. Chuck Dial, in drinking
in the cold water. Mr. DiSalvo said at that time it was a broken check valve.

Mr. Dailey said that by eliminating Tom Stein’s position, the Rec will save $45,000 this year and
$85,000 next year. That’s a lot of trips to get things checked out.

Mr. Mahoney asked if there were any further questions. There being none, he handed the floor over
to the Director of Community Life Services, John Dailey.
Page 4
