Minutes of a Meeting of the <br />North Olmsted Parks and Recreation Commission <br />November 9, 2009 <br /> <br /> <br /> <br />Chapter 947 of the Administrative Code <br /> <br />Councilman Orlowski came to us with a situation regarding Chapter 947 of the Administrative Code, <br />which governs a lot of the parks and playgrounds. There are a series of rules and regulations starting <br />with letter (a) and going through letter (q). Speed regulations indicating horses being ridden in the <br />Park. One question came up under letter (e): “Certain Vehicles Prohibited. No heavily loaded <br />vehicles or vehicles used for such purposes, except upon special written permission.” The question <br />came up as to when we should clarify it even further to clarify for homecoming and utility work and <br />any other things we have to come before the City. “Animals” stays the same. “No dogs or other <br />animals shall be permitted to run at large in a park or recreation area, unless it’s a horse.” Mr. Baxter <br />said he thought there was a ban on dogs at large in the park, but on a leash it’s o.k. Mr. Dailey said at <br />this point Council voted it down, but he anticipates it would be re-introduced in another format, <br />maybe after the first of the year. Mr. Baxter asked if (f) said that was o.k.? There’s another section <br />that shows that. Mr. Dailey said there was some kind of clarification they wanted: types of leashes, <br />lengths of leashes, what dogs could be permitted. The ordinance that was proposed did not exclude <br />our dangerous dog list. There was another question brought up: should we allow it in all of our parks <br />or some of our parks? Mr. Dailey said that maybe allowing the dogs on the paths around the parks <br />might deter vandalism. Mr. Dailey said that Councilman Orlowski is concerned about golf. “No <br />person shall cause a golf ball to be propelled by hitting the same with a golf club within the public <br />parks or recreation areas of the City.” This is under letter (o). He mentioned that he had seen people <br />hitting golf balls with baseball bats…wanting “golf clubs or any other instrument.” Mr. Dailey asked <br />Mr. Mahoney if, after “golf ball” should add “rock or any other instrument not used for sport in part.” <br />Mr. Mahoney said that whatever the majority wanted, that would be the recommendation. That <br />would be very good. Ms. Nader asked if you could put in something like, “with intent to injure”: Mr. <br />Mahoney said that could lead into some sort of criminal intent. <br /> <br />Mr. Groden asked if the Parks and Recreation Commission wanted to make changes to letter (o) of <br />Section 947.01 that no person shall cause a golf ball, rock or any other object to be propelled by <br />hitting the same with a golf club or any other instrument within the parks and recreation areas of the <br />City. Under letter (e) also, have clarification for homecoming or utility work only; under (n) it was <br />suggested to add “paint ball gun” as well. Ms. Drenski is to check with the Law Department on the <br />inclusion of “paint ball gun.” <br /> <br />Mr. Scarl made a Motion that the Parks and Recreation Commission accept the above changes to the <br />above regulations as stated; Ms. Nader seconded. There being no objection, the Motion passed <br />unanimously. <br /> <br />CDBG Grant <br /> <br />The CDBG Grant will be granted this week and started in 2010, which has to do with our <br />improvements in North Olmsted Parks, Senior Center, and making them more ADA accessible.
