Minutes of a Meeting of the <br />North Olmsted Parks and Recreation Commission <br />September 14, 2009 <br /> <br /> <br />the fine would be through the new legislation. Mr. Dailey said it could be up to $500, depending on <br />the age of the person. Under-age would be community service, such as removing graffiti (as Mr. <br />DiSalvo suggested). <br /> <br />2010 Budget <br /> <br />Mr. Dailey reported that we’ve begun to look at the Budget for 2010. We’re supposed to have the <br />preliminary numbers in by the end of September to the Mayor’s office looking at what we’re going to <br />do at the Rec Department. We already know that there will be between $80,000 and $90,000 in <br />shortfall because of the property tax decrease, out of roughly $1.1 million that the City will not get <br />because of the property tax decrease. So, the City and the Rec Department will have to look at ways <br />to increase revenues and decrease other expenses to make up the shortfall from that area. We’ve <br />implemented 3% increase to keep place more with inflation, which will be going up incrementally, so it <br />will go up more. We’re looking at NOSO and billing higher permit fees for next year. <br /> <br />Senior Center Rec Program <br /> <br />The Senior Center is used, starting this week, for a Program for the Martial Arts. They’ll be using the <br />multi-purpose room at the Senior Center. The Gymnastics Program wants to expand their hours; this <br />will allow both Programs to continue. It was something that Mr. Dailey learned when he first took <br />over: don’t worry about the facility you don’t have; utilize the space you do have. <br /> <br />Springvale <br /> <br />Mr. Scarl asked how the revenue was going for Springvale. He wanted to know if it was under the <br />umbrella of the Rec Commission. Mr. Dailey said it was not, but that the revenue is down in golf, but <br />that the ball room revenues are up over what they were projecting. Council approved some <br />improvements there that are working out nicely; the ball room revenue is booked through 2010 on <br />Saturdays. Golf is not doing well right now; people are cutting back. There is a special rate now for <br />$9.99 Monday through Thursday between Noon and 3:00 p.m. for 18 holes and a golf cart. We are <br />eliminating a custodial position through attrition. <br /> <br />Closing of Rec Center on Sundays <br /> <br />Mr. Groden asked if the Rec had a chance to review the closing of the Rec Center on Sundays. Mr. <br />DiSalvo and Mr. Dailey both said this would happen again; there were a few complaints in the <br />beginning of the summer from the seven days per week swimmers only. One lady complained with a <br />small family; once she was here and saw our pool wasn’t a “fun” pool like Westlake, she didn’t <br />complain. Mr. Groden asked how much was saved. Mr. DiSalvo said it was $10,000. We will <br />definitely close June and July and perhaps the first week of August, Mr. Dailey said. <br />Page 6 <br /> <br />
