Minutes of a Meeting of the
North Olmsted Parks and Recreation Commission
September 14, 2009

Recycling

Ms. Rudolph asked what it would take to get some plastic recycling going at the Rec Center. Mr.
Dailey said that it was recently instituted at City Hall. It works out well; it is something we’re looking
to do here at the Rec Center. Ms. Nader asked if it could be rolled in with the Coke contract. Mr.
Dailey said that it’s amazing what can be done – yes, it can be done.

OLD BUSINESS

Summer Swim Team Report

st
Mr. DiSalvo said that, going back to the last meeting we had on June 1, when all the angry parents
were here at the meeting, essentially, a breakdown from the swim report is as follows: there were 77
participants; 22 were non-residents; 43 were residents; 12 received the discounted rate. With that
discounted rate, although the number was only 12, that would have contributed to an actual $840 to
this program. The program netted $6,805. While we’re on this subject, the Commissioner did not
know why since employees don’t get any discounts, other athletes on any associated school teams
don’t get any discounts; for some reason, this pool activity slid under the radar, without my
knowledge and without Chris’s (Wetmore), other people that weren’t authorized to do so were
allowed it. Chris and Mr. DiSalvo caught it this past season to enforce what the Commissioner
thought was the right thing to do because, as he said, people that work here don’t get discounts on
any programming. Hockey Club, Hockey, everyone else pays full rates except for this group of
swimmers on the High School Swim Team. That’s where the Commissioner would like to leave it.
He was not too pleased with that meeting because the parents more or less took over, thinking they
had the right to manage the entire matter. They do not. The Commissioner and the Program
Supervisors manage the programming at the Rec Center. That’s the bottom line. We were not told
otherwise. We ended up looking like the bad guys. That’s my report though, and as you can see,
that’s significant income; that’s $840 less in the Pool Department now because they got this discount
of $25. The other part that is an issue is that if you’re only swimming in the Meets, the Commissioner
does not know how that makes a swimmer part of the Team. The whole thing about being on the
Team is practicing and going through everything together. To give them a free pass to swim in the
Meets is not really a team concept, but we’ll leave that up for discussion. We’re ready to move
forward with this for next season.

Mr. Dailey said that, the other part of it is that at that meeting, there were seven young ladies and one
young man that were part of the program, which only may have been eight children; anyway, the Rec
got the twelve, so they got us four additional people at the discounted rate. Again, one of the
concerns may be the rate adjustment was given to us at the last minute. We are going to slowly look
at those fees to where they may be in 2010 with everyone else. If we can’t give the discounts to
everyone we shouldn’t give discounts to anyone. We’ll slowly bring it back to where they should be
with the other people.
Page 7
