Minutes of a Meeting of the
North Olmsted Parks and Recreation Commission
September 14, 2009

Mr. DiSalvo said that Chris did notify them four months out; again, it seemed like it was a last minute
thing, but it wasn’t, making it seem like we didn’t do our homework, that it was last minute’s notice,
and that’s not true at all. The Commissioner believed that he forwarded everyone an e-mail shortly
after that meeting and, again, that was a hot issue, but I decided, and Chris had this accomplished four
months prior; the parents made it sound like we just handed it to them. Mr. DiSalvo was just saying
his piece at this time, letting the Commission members know why, at times, the ball is seemingly
dropped when there was plenty of notice, though he admires their enthusiasm and their pursuit to keep
what they had, but the Rec Department doesn’t make sudden decisions like that. It’s always checked
through; the Commission and John (Dailey) are informed.

Discussion then ensued among the members as to raising it slowly or raising it directly to $95. Mr.
DiSalvo said that $95 is the rate. Ms. Drenski said the Rec doesn’t do it differently for any other
programming.

Mr. Mahoney said that the claim (of the residents) was noticed, and that was the idea. Mr. Lasko
agreed whether right or wrong, that was the sentiment that ruled the day. Clearly now, that issue, as
Mr. Mahoney indicated, has been resolved. Let Mr. Lasko back up: he thinks it would be resolved if,
in fact, it were published now. Mr. DiSalvo said this was true, absolutely. Notice will be sent
immediately.

Speed Bumps

Mr. Dailey said that Norm Baxter had brought this up at the last meeting. The speed bumps, if small
enough, can be installed by the Service Department; if not, we will have to hire a contractor.
However, Service Director Limpert has said that we can probably get it done in-house.

NEW BUSINESS

Dogs in the Park

Mr. Baxter noted that in one of the Council notes he had taken, there was a discussion about allowing
dogs in the Park. He’s not certain where Council came out on that. Did Mr. DiSalvo know anything
on that? Mr. Dailey said no, it’s on first reading tomorrow with Council. It will be introduced by
Mayor O’Grady tomorrow evening. Council will have a Committee meeting some time next week in
Mr. Mahoney’s Committee to discuss it further there. It was brought up by a resident to Council by
noting that we are one of the only communities in the area that doesn’t allow dogs in the Park. It will
be interesting to see how responsible most dog owners are against those that are not. The dogs must
be attached with a leash, non-retractable leash. We will also go with some bag dispensers, such as the
ones at the Crocker Park location, for dog clean up. Mr. Baxter asked if this was something this
Commission should weigh in at all. Mr. Dailey said that if the Commission has an opinion on it,
absolutely. Mr. Groden said the floor is opened to the Commission right now for discussion on this
matter. Mr. Baxter thinks it’s a legitimate use of the Park, as long as it’s permitted with appropriate
signage. It also may be a part of putting vandalism aside if people are out walking their dogs,
Page 8
