Minutes of a Meeting of the <br />North Olmsted Parks and Recreation Commission <br />September 14, 2009 <br /> <br /> <br />indirectly, at any rate. He certainly thinks it’s overdue. Mr. Scarl agreed. He said he’s at the Park a <br />lot during the summer and fall, especially when people are coming in from other cities and have their <br />kids to watch play ball, bringing their pets with them, so they are there anyway. They are unaware <br />that there is a law against it now, but there are a lot of people walking their dogs there. They are not <br />supposed to, but they do; it’s been going on, and he was sure they weren’t getting ticketed. It just <br />needs to be allowed, with the proper procedures in place. Mr. DiSalvo said that, since he’s been here, <br />there have been no complaints about dog droppings or anything like that. Mr. Baxter said that he <br />thinks it’s changed a lot; years ago you did not see people walking with a plastic bag; now, people are <br />more aware of the matter. Mr. Groden said that he’s at the Park a lot, too, and it seemed to him to be <br />an Ordinance that should be modified; it probably does make sense to introduce legislation to change <br />it. It would be better if we could get some bags to the Park because people are going to bring dogs to <br />the Park. Mr. Dailey said that there are other things to consider in legislation. He is giving a lot of <br />information to the Mayor, and Mr. Dubelko is putting it into legislative form, including having a non- <br />retractable leash, to keep the dogs away from people quicker by just having a straight leash. There’s a <br />lot to talk about, but he thinks it a good idea, long-term. <br /> <br />It seems, then, Mr. Groden said, that the general consensus of this Commission is that people are in <br />favor of the legislation, asking if anyone was not. No one was. It goes to first reading tomorrow, <br />Committee Meeting next Tuesday, and the Chairman of that Committee, Mark Mahoney, is here to <br />take your comments to that Committee. Mr. Mahoney said that Council sets the Committee meetings <br />on the off Tuesday; it will probably be a week from tomorrow. Mr. Groden asked if it was Mr. <br />Mahoney’s guess that this would go to all three readings. Mr. Dailey said he did not know….Mr. <br />Mahoney said that his thought was why would it be suspended? He did not know that there would be <br />a reason to suspend something like that, unless someone can come up with one, and he would listen. <br />Mr. Groden said that the reason he brings it up is because when we meet again it would be before it <br />th <br />went to all three readings (October 5). Mr. Mahoney said if you want to take a yay or nay vote (no <br />one has really seen the Ordinance, but it seems like, on first blush, it seems that there is no objection to <br />it.) Mr. Groden said that is why he was saying that, by the time we meet again, the Commission will <br />know a lot more about that piece of legislation, so we can always revisit it as a body next time on <br />th <br />October 5. Mr. Mahoney said it would be on second reading the next day. <br /> <br />Fence at the Park <br /> <br />Mr. Groden said that, since the last meeting, there’s legislation to deal with the fence at the Park. <br />There was a Committee meeting held with our Baseball Coach, Mr. Murphy, Mr. Mahoney said, as <br />well as with the Administration, representatives from Hot Stove, and the Boy Scouts were well <br />represented. The way things ended up being resolved after discussion is that the Resolution is going <br />to authorize the Mayor to enter into a contract with the School Board so that the fence can be <br />st <br />maintained through a date certain, July 31. That enables the High School Team to work through its <br />season and any rain or scheduled playoff games there might be. It also allows Hot Stove to remain <br />through its season. Two caveats that the school will be responsible for will be that they will be <br />responsible for accommodating the NOSO Cup and the All Scouts Weekend and putting the fence up <br />and down.
