Recreation Commission Meeting
April 7, 2003

your trunk before you enter the building the way things are now. No matter how cautious a
person is, he or she is at risk. Mr. Kelley stated that the only thing the locks do is keep the honest
people honest. There was a little overlapping conversation among the Members on this subject.
Mr. Jesse concluded that time is of the essence in implementing a security program to discourage
thieves. The matter is being addressed right now so that it all makes sense. Security training will
be about seventy five percent of the battle. The other procedures will be in place to help the
employees.

With regard to the concession contract in the parks, the City is still waiting for a response and will
go to re-bid to get it in place. The big drawback is that concessions for the Recreation Center
area not included in that contract. It's a Parks contract. The City is looking for a lull through the
Summer and in the Fall get a contract for Parks and Recreation. The video games will probably
be changed out after the current vendor has first chance for his offer. Mr. Gareau noted that
customer service has not come into play with him for many years. Mr. DiSalvo doesn't know if
there is a communication problem or not, but wants to give him one more chance. Mr. Jesse said
that, in fairness to the vendors, the City has been lax in much of the communication in the past.
Mr. Gareau said that the moral stand was taken on the "Mortal Combat" game, the most popular
one, making the most money. Now he doesn't know if that was the right or wrong thing to do -
after all, the kids are going home and playing violent games there.

This concluded the Safety Director's Report.

SUB-COMMITTEE REPORT

None.

NEW BUSINESS

Mr. Baxter spoke of a project started a few years ago placing a walkway through the park by East
Park and through the woods, circling around, and then dead ending around North Park. At one
time there were signs put on the trees, labeling them. There has been a certain amount of
vandalism since that time, but this nature walk was never put back in order. Mr. Baxter suggested
that this project be completed, bringing it up towards West Park and south to the tennis courts,
since it would cost a nominal amount of money for the asphalt and materials for the signs.
Mr. Jesse suggested that the signs be set up as a Boy Scout service project. Mr. Kelley continued
by saying that, possibly, the reason why the project was never continued in the first place is that
there is a concrete culvert near the path's end.

Mr. DiSalvo asked if there were any other questions from the Commission about North Olmsted
Park. Mr. Jesse made a Motion to solicit for funds to complete the walking path; with a second
by Ms. Jones. Ms. Hayes called for further discussion. Mr. Gareau stated that City Council is
making a move in this direction but that there are other pending projects for the Park. Mr. Jesse
Page 6
