Recreation Commission Meeting
August 3, 2003
Page Three

Security Awareness Program

Mr. DiSalvo continued his report by stating that Joe Rice, with many years of experience, is the
City’s security consultant and will present the program to Rec Center employees. An outline was
presented indicating all employees, full time and part time, attend a mandatory meeting scheduled
for August 26, 2003 at City Hall in Council Chambers. Two sessions will be offered: 10:00 a.m.-
Noon and 6:00-8:00 p.m. The police and fire departments are also involved in this meeting. The
employees will be encouraged to keep their eyes and ears open for any type of problems that may
arise. Basically, what Mr. Rice will be reporting common sense details which apparently have
not been addressed.

Vending Service Agreement

The Commissioner reported that the vending service agreement from Metropolitan Vending is null
and void because it’s not a legal document. Mr. DiSalvo was asked to write a proposal and
contact vending people; however, his opinion is that the vendors should give him proposals for
review because everyone will have different percentages for profit. The target date for these
proposals would be within September/October. With his lack of expertise in the vending business,
Mr. DiSalvo is unaware of the percentages in the market. This covers the arcade games and the
vending.

VISITOR’S OPPORTUNITY TO ADDRESS THE COMMISSION

Mr. DiSalvo then turned the meeting over to Dave Perkins to discuss North Olmsted High
School’s desire to change Field #4 at North Olmsted Park, making it a varsity field. The proposal
is that the High School will finance this project. Mr. Perkins presented the Commission with
scale versions of the ball diamonds. These are preliminary; Mr. Perkins reported that he is not a
surveyor, but he read rulers and used the scopes.

Mr. DiSalvo’s synopsis of Mr. Perkins’ report is as follows:

Originally, there was talk about making Field #4 a permanent high school field. The position of
Field #4 would literally be rebuilt directly across current Field #4’s home plate. In other words,
the layout would be literally 180 degrees opposite the current layout of Field #4. Field #3 would
then become a softball-only field and would also have to be repositioned to coexist with Field #2.
The proposal is solely based on funds derived from the high school. At the present time the Rec
Department does not have the funds to meet this proposal.

For elaboration, please review Mr. Perkins’ report on Side A, August 2003’s Recreation
Commission tape recording of these Minutes.
Page 3
