Recreation Commission Meeting
December 1, 2003

two months behind is a mistake. The Commissioner apologized for this inconvenience to the
Commission. The best case scenario is that, with the implementation of the new computer
hardware/software by the first quarter there will be good figures. Until then, the Rec Center will
provide figures that are a month behind. It’s not going to do the Commission much good to go
over October’s figures when it should be looking at year-to-date through November figures.
Briefly scanning the reports, revenues are finally going up. The DJ skate is up to 300 kids per
Friday. It was noted by a few members of the Commission that it was due to the fact that football
season is over. The article in the newspaper about DJ Skates naming Betsy Drenski was a big
boost for the Rec Center.

Income

The Board of Control rejected the vending bid on the premise that the Rec did not have enough to
th
go on to make a concerted decision. This matter is open for rebid until Monday, December 8.
At that point a decision will be made. Ms. Hayes asked if there were just not enough bids. Mr.
DiSalvo replied that yes, that was the case. There were three bids, and the third bid was rejected
because its paperwork was not completed correctly. Mr. Baxter asked who comprised the Board
of Control. Mr. DiSalvo responded that it was all the directors of the City, e.g., the Mayor,
Service Director, Finance Director, Human Resources Director; all the Directors. Mr. Jesse
stated that the bid goes through the Board of Control and then gets forwarded to Council.

Assistant Commissioner

Mr. DiSalvo then spoke of the Assistant Commissioner, the Concession Supervisor and the
Skating Pro. All that’s needed to be done is to hand in a report to the Finance Director showing
that the Rec Center is not increasing any expenses with those positions, meaning that the people
that are going to have those titles are already working. What it will mean will be expanded
accountability with their titles. There will be no new positions created; just more responsibilities.
Ms. Hayes asked if there would be an increase in staff. Mr. DiSalvo said no, the staff will remain
the same, only the titles will change, and the pay will change, but below what has been projected
for wages. Betsy Drenski will be Assistant Commissioner; Jeff Marshall will be Skating Pro; and
Debbie Kobetitsch is the Concession Supervisor.

Capital Improvements

As far as capital improvements are concerned, Mr. DiSalvo will be able to get all eight
compressors for the ice rink up and running within the next month, which means about $20,000 in
repairs. For the longest time the Rec was running four; got up to six, so there were two more
major repairs. Once those repairs will be made, the rink will be in good shape.

There was a boiler problem. There are two boilers: one by the pool and one by the hockey rink.
One of the boilers went out. That one is being repaired. The Rec is also getting an additional
three storage water vessels. Mr. Jesse said that the boilers had a much different heating method
Page 2
