Recreation Commission Meeting <br />December 1, 2003 <br /> <br /> <br /> <br />improvements at the Park that has not been used. It’s a sizeable amount that should be used as <br />soon as possible. Almost anything by way of a capital improvement could be done: it could be <br />the parking lot; it could be the walking path; basketball courts; horseshoe pits; bocce ball. Many <br />things can be done, but there is money there that isn’t being spent. Mr. DiSalvo said it could <br />mean an improved safety zone or playground equipment as well. <br /> <br />Mr. Gareau said that the other issue is that there is about $25,000 available for Clague Park, and <br />has been available for about five years. An example of what could be done at Clague Park would <br />be off the Carla entrance. There is no way to get to the playground equipment from the lot <br />without walking over grass or rolling over it with a stroller. People will notice if there is a path <br />put there; perhaps a bench can be placed there near the equipment. These are issues than should <br />be addressed at the beginning of the year. <br /> <br />Basketball Court <br /> <br />Ms. Jones asked what happened to the basketball court. Mr. DiSalvo replied that the Rec Center <br />ran out of time because of the weather, so the project will take place in 2004. Initially, the specs <br />the City gave the Rec were wrong. The contractor said he would not follow the specs of the City <br />as first presented. <br /> <br />Sports Organizations <br />NOSA <br />NOSO <br /> <br />Mr. Gareau said that there are different organizations that will offer money to the city for projects <br />that will benefit them, e.g., NOSA would like to put up more lights. The City might not put up <br />more lights, but something could be done to benefit both NOSA and the City using NOSA’s <br />money. Ms. Jones asked what happened with the people from NOSO last month regarding the <br />water lines. Mr. Gareau said that NOSO’s representative showed up at the Rec Committee’s <br />meeting; however, he was not on the Agenda, so he was never heard. The major issues concern <br />the costs of the water to the City for watering the fields and laying water pipes. Engineering and <br />City Services would be involved at significant expense. However, Mr. Gareau did say that, <br />truthfully, he doesn’t believe the enormity of this project can be accomplished by spring of 2004. <br />Mr. Kelley did point out that NOSO indicated they would pick up the watering for the first six <br />weeks of the seeding of the four fields. Mr. Jesse said that it would be nice to know what the <br />worst case scenario would be should there be a drought vs. what would be a good year. If the <br />City of North Olmsted would take on this project, it would be in for everything except for the <br />attachment that goes on the end of the line. Mr. Jesse said that he believes it should be a City <br />managed project because the City owns the property. Ms. Kanis said that the agreement needs to <br />be put in writing. Mr. Jesse said that, to get the matter from concept to reality, the City must <br />know who is responsible for what because the Park could be made virtually unusable for a year if <br />the project is not managed properly, especially tearing the fields up in the spring with no <br />Page 4 <br /> <br />
