Recreation Commission Meeting <br />Page Eight <br /> <br /> <br />Chairman Hayes opened the floor to questions among the members. There were none, and the <br />Report of the Commissioner concluded. <br /> <br />VISITOR'S OPPORTUNITY TO ADDRESS THE COMMISSION <br /> <br />Ms. Hayes was asked if Ms. Powell attended the Commission meeting to address the <br />Commission. She is attending the meeting for observation only. <br /> <br />SUB-COMMITTEE REPORT <br /> <br /> <br />None. <br /> <br />NEW BUSINESS <br /> <br />Mr. DiSalvo reported that the summer program for Special Children First ("SCF") will be SCF <br />and the people associated with SCF using the swimming pool and possibly the skating rink. The <br />Recreation Center is required to provide the facility; SCF will provide the transportation and the <br />staff. This will be no additional cost to the Rec Center. The program will be an Horizon <br />replacement. The pool and the rink will be used on a very limited basis. The times available will <br />not interfere with our current programs. The details of the cost are being handled at this time. <br />The Commissioner said that the push is on for the summer programming before anything else is <br />considered. Detailed information will be forthcoming at the next Commission meeting, and Mr. <br />DiSalvo is enthused about the program. Mr. Jesse reported that Mr. Jacob is pulling in money <br />from several different sources. He has a history of fundraising, has his heart in SCF at the present <br />time and will be invaluable in this regard. <br /> <br />Ms. Hayes moved on to the safety issue after there were no further questions forthcoming from <br />the Board on the SCF matter. Mr. DiSalvo reported there will be combination locks available for <br />purchase for the lockers at a nominal cost. The locks are used by the owner for his/her valuables <br />and taken with his valuables when they leave the Complex. Mr. Jesse reported there will be a <br />master key reserving the right for the Recreation Center to get into any individual locker, a right <br />reserved at the time of sale. The Commissioner will be in charge of key access. The cost will be <br />about $5.00. It was agreed that there are ways to get into lockers with locks on them, but the <br />effort must be made to provide an impediment for would-be thieves. <br /> <br />As an aside, the question as to whom would be liable if a guest was hurt at the Recreation Center <br />was brought before the Commission, Mr. Gareau replied that the City is. At this point, the legal <br />issues come into play: Did they or did they not pay to get in? Different standards are given for <br />different issues, and that is when the Law Department steps in. How would it be possible to have <br />everyone sign in? Mr. Limpert mentioned that the North Olmsted Recreation Center was one of <br />the first in this area, with no model to follow. Much of the building was or was not put into place <br />because it seemed like, or there was no, idea at the time. Mr. Gareau stated that the Recreation <br />Page 8 <br /> <br />
