Recreation Commission Meeting
July 7, 2003

ceremonies this year were supposed to start at 11:00. As soon as everyone marched down, they
were waiting for hot dogs and playing their games. The Mayor and Commissioner were alone for
the ceremony, so next year, after getting together with the VFW, everyone will be marched
directly to the Gazebo for a proper opening ceremony. Mr. Gareau commented that the hot dogs
were a marked improvement over the previous year, that someone had the foresight to light the
grill in advance. His further comment was that next year there be more than one station for hot
dogs, drinks and condiments to avoid long lines. There was general discussion among the
members about ribbons as prizes. Ribbons were given for the tricycles and wagon train. Mr.
DiSalvo thanked the Community Council for donated candy, used at the park. He wanted to give
it as prizes for anyone other than tricycle or wagon, because there was nothing to hand out to
them. Next year there will be ribbons for all.

Fishing Derby

Ms. Jones said that her family had a wonderful time at the Fishing Derby this year and that some
of her grandchildren would like to be involved in planning the Derby next year. Mr. DiSalvo said
that would be about March of next year.

This concluded the Report of the Recreation Commissioner.

REPORT BY SAFETY DIRECTOR

Security Plan Checklist

Mr. Jesse reported that there has been a repositioning of the security plan. There is a city-wide
computerization upgrade being planned. Part of it will include the Recreation Center. There are
parts of the Recreation that involve security and parts that include Internet access which may or
may not be included in the City's system. Mr. Jesse talked to Joe Rice, the Security Consultant,
and suggested that there be serious, one-day training for the staff as far as security awareness is
concerned. It's been known from the start that 60% of the City's security issues is staff training.
That will be followed up.

Maneuverability Course

As far as the maneuverability course, Mr. Jesse has called the young man who wants to head up
the project, and if nothing is heard, there will be an area set up. They are very simple to set up;
perhaps one may be set up at the Rec Center. The only question Mr. Jesse posed was a liability
issue and the fact that there must only be a parent or legal guardian who’s a licensed driver with
the student.

This concluded the Report of the Safety Director.
Page 3
