Recreation Commission Meeting <br />November 3, 2003 <br /> <br /> <br /> <br />North Olmsted Softball Association, October 21, 2003 <br /> <br />Mr. DiSalvo then read verbatim the above report, attached hereto. NOSA has built things at the <br />Park this past year; they just bought a new tractor and are utilizing non-resident fees. The <br />Rec Department was not putting money back into the fields; they decided to take the matter into <br />their own hands. Permit fees are charged for the fields. <br /> <br />North Olmted Soccer Organization, October 24, 2003 <br /> <br />Mr. DiSalvo then read verbatim the above report, attached hereto. This meeting was over in a <br />few minutes. There was nothing to discuss. <br /> <br />North Olmsted Sports Organization Report Summary, October 27, 2003 <br /> <br />Mr. DiSalvo then read verbatim the above report, attached hereto. Mr. DiSalvo asked the <br />Commission to move forward with the formalization of agreements with all organizations. NOSO <br />is trying to find the by-laws; the Hockey Club has by-laws. The Commissioner is concerned with <br />providing for the organizations because, if anything, the relationships are not there presently. The <br />people he spoke with are cooperative. The Commissioner wants to know just what the problem is <br />in what the Rec is not doing, but he needs documentation to go forward. Whatever was done 10 <br />or 15 years ago cannot go on. With current financial situations, the Rec cannot be expensed to <br />the point where it would be getting nothing in return. This is for the sake of both sides. Mr. <br />Kelley stated that yes, things must be documented, and everything must be done correctly. As <br />example, through Committee, NOSA was allowed to put up home run fences at the park. If they <br />place fences where they are wanted, NOSO will not be able to play any soccer games at that field <br />during tournament time. <br /> <br />Ms. Hayes asked Mr. DiSalvo what he needed from the Commission. Mr. DiSalvo responded <br />that he needs a recommendation to bring this matter to the Recreation Committee of Council. <br />Mr. Baxter agreed and pointed out that all groups should give their financial reports to the Rec <br />Department at least annually to understand what their revenues are and how they are spending <br />their money. These groups are in partnership with the City and using City resources that the <br />public is entitled to and must be made accountable for what they are doing. Ms. Kanis reported <br />that NOSO has an audit every year, and she knows that they have spent about $75,000 on the <br />fields in the last five years. Why wouldn't NOSO want to share this information with the Rec? <br />Mr. DiSalvo concluded by saying that he needs to know what the organizations are expecting <br />from the Rec Department and, conversely, what the organizations are going to do for the Rec <br />Department. Mr. Kelley then made a motion for the matter to be turned over to the Recreation <br />Committee of Council to pursue documentation towards agreements, seconded by Ms. Kanis. <br />Ms. Hayes asked for further discussion. Mr. Baxter said that he would like to see that the Rec <br />Department receive financial reports from the organizations.
