Recreation Commission Meeting <br />November 3, 2003 <br /> <br /> <br /> <br />"J" through "O" are what would be added to the responsibilities of the Assistant Commissioner. <br /> <br />The learn to skate program will be given to someone else, hopefully to be reinstated to a city <br />employee. <br /> <br />Please note the flow charts attached, the most recent one being October 23, 2003. The only <br />rdth <br />difference between the October 23 flow chart and that of April 12 is the number of people <br />staffing those positions. The first one the Commissioner received was January 28, 2003, and <br />there is an active position of Assistant Commissioner of Parks and Rec. Under that is the one <br />marked on the top right "Ginna", where there are a great number of people working at the Rec at <br />one time. Again, all positions were passed through City Council, so it's just a matter of <br />reactivating. Mr. DiSalvo would like the position of Assistant Commissioner in place by January <br />2004. The only valid job descriptions the Rec has are through the Collective Bargaining <br />Agreement positions and any other ones which are non-union must be provided. These positions <br />must all be revised. Mr. Kelley asked under, "Responsibilities, E. "Staff - Skate guards, skate <br />rental (responsibility of skating pro during learn to skate programs), if that responsibility would be <br />taken away from the Rec Center during that period of time. Mr. DiSalvo replied that, for the <br />learn to skate program, he must know who is needed in skate rental and as skate instructors so he <br />would give that person the authority to be the supervisor at that time. If it's not included and <br />made apparently clear, the assistant commissioner could get stuck with that duty. To simplify <br />this, the skating pro would have to be a supervisor in charge of skate rental and skate instructors <br />as well as the assistant commissioner for scheduling purposes. When Jeff (Marshall) is doing his <br />job, he can't schedule someone to do that job, because he is not a city employee. He's a contract <br />employee. The issue can be handled immediately if authority is given to the person in skate rental <br />or skate instruction. Because of his contract, Mr. Marshall is overstepping his authority at the <br />present time. <br /> <br />Pool Bleachers <br /> <br />Mr. DiSalvo reported that the pool bleachers are supposed to be up by December 5, 2003. <br /> <br />Vending/Arcade <br /> <br />th <br />The vending and arcade bid deadline is November 12. Metropolitan Vending and another <br />company might bid, and the Rec Department has the bids from Quality Quick Snacks and J.L. <br />th <br />Hilton Company. By November 12 the decision will be made, and then the Law Department will <br />draw up the contract. Then Council must approve. <br /> <br />Basketball Courts <br /> <br />The basketball courts will be done next year in the spring, because the Rec ran out of time in <br />2003. <br />Page 6 <br /> <br />
