Recreation Commission Meeting <br />November 3, 2003 <br /> <br /> <br /> <br />Replacement or improvement of the playground set is next on the wish list for a nice addition. <br /> <br />NOSO talked about taking one field and making it the marquee field - lighting it and providing <br />bleachers for it. It would be a nice addition, especially at championship game time. <br /> <br />Further on the water proposal, what was suggested is to bring in a six inch line, the same as a fire <br />hydrant line, and bring it up as far as the fence line, branching in each direction with a three inch <br />line, bringing in a three inch riser. This piece of equipment would cup off that, with shut off <br />valves on it. The biggest requirement would be the three-inch line would supply 50 to 60 psi of <br />pressure. The City would oversee all of this and make sure it would be up to specs. There would <br />probably be a couple hundred feet of six-inch line and another eight hundred feet of three-inch line <br />in risers. Mr. Kelley asked what NOSO is asking the Commission to do is to petition Council to <br />run the water lines and that NOSO as an organization was going to provide the sprinkler system; <br />correct? The NOSO members responded that this was correct. Ms. Hayes asked if this would be <br />done at no cost to the City. NOSO said that the sprinkler would be NOSO's responsibility. Mr. <br />Kelley said that the City would be responsible for incurring the cost of the water line from the tap- <br />in at the hydrant on the opposite side of the street, under the street, up to the fence, and the three- <br />inch branch off each way. He continued that it's something that's needed to be done for years. <br />Ms. Hayes said, in Mr. Gareau's absence, his concern was the cost to water the fields. Does <br />NOSO have an estimate as to what that would be? The City needs to know that up front. The <br />NOSO member responded that he would like to redo his amount for the cost of the water and <br />base it on the entire park. He looked it up on the internet and found the water rate to be $15.18 <br />per thousand cubic feet, but he doesn't know how accurate that is. Mr. Baxter said that the water <br />in North Olmsted is about the most expensive water in the county, e.g., 40-50% more than the <br />water in the City of Cleveland. The seven-field complex is about 1,000 feet by 1,000 feet or <br />about 33 acres. What NOSO is interested in is about ten acres: the stripe of the field, the middle <br />third, and the outer third on each side. It's the axis of the field where all the wear and tear is. <br />Now NOSO's down to about six acres as a target for the water. The water department people <br />recommend one to one and a half inch deep of water per week per acre. <br /> <br />Next on the wish list: where to store the sprinkler? NOSO needs permission to have a chain link <br />dog kennel fence, perhaps six feet in width and ten feet in length, perhaps between the shed and <br />Trudy's place or in the northeast corner of the field or in the storage area. Mr. Kelley asked if the <br />area NOSO wants is between the existing fence on the roadside and the present building - to run a <br />fence with a gate to get the sprinkler in and out on the east side. (Overlapping conversation <br />about placing the sprinkler where the people are greeted or by the signage.) Mr. Kelley said that <br />the bottom line is running the water line. If the water line isn't run, nothing else will be <br />accomplished. Ms. Hayes emphasized that Council will want to know the cost of the water. Mr. <br />Kelley said that it will not hurt to have a recommendation for the sprinkler system from the Parks <br />and Recreation Commission going to Council at the same time, to which Ms. Hayes agreed <br />unequivocally. After Mr. Baxter's question on the subject, NOSO would monitor the usage of <br />the water. Mr. DiSalvo asked if NOSO is watering the fields now, to which they <br />Page 9 <br /> <br />
